"13-4. For warlike situation without holding the auction the companies, organizations and the organizations which correspond to all such criteria have the right to state-owned property:
are determined by the Ministry of Defence crucial for functioning of economy during the special period in the field of defense industry complex or for ensuring needs of Armed Forces, other military forming during the special period;
are entered in the electronic register of participants of selection and contractors of public contracts (agreements);
are serial producers of missile systems, perform development new (modernized, modified) samples of missile armament or are producers of military explosive materials.
