release into the stream of commerce and the address in the territory of the Russian Federation automobile gasoline of the ecological classes K3, K 4, including with volume fraction of methanol no more than 3 percent, K2 and K5 and diesel fuel of the ecological classes K2, K 3, K4 and K5 without requirements of Item 4.1 of Article 4 (regarding compliance of automobile gasoline of the ecological classes K3 and K4 to regulations concerning volume fraction of methanol) and Article 7 of the technical regulation of the Customs union "About requirements to automobile and aviation gasoline, diesel and ship fuel, fuel for jet engines and to fuel oil" (TR CU 013/2011) (further - the technical regulation);
