About introduction of amendments to some Laws of Ukraine concerning support of development of effective and steady centralized heat supply

The Verkhovna Rada of Ukraine decides:

I. Make changes to such laws of Ukraine:

1. In the Law of Ukraine "About heat supply" (Sheets of the Verkhovna Rada of Ukraine, 2005, No. 28, Art. 373 with the following changes):

Article 1 to state 1) in the following edition:

"Article 1. Determination of terms

In this Law the following terms are used in the following sense:

the asset holder (houses, groups of houses, housing estate) - the owner of the corresponding property or the legal entity who under the contract with the owner holds the corresponding property on balance and signed the purchase and sale agreement of heat energy with the heatgenerating or heatsupplying organization, and also agreements on provision of housing and communal services with final consumers;

production of heat energy - the economic activity connected with transformation of energy resources of any origin including from alternative energy sources, in heat energy by means of technical means for the purpose of its sale based on the agreement;

the guaranteed supplier - the subject of managing in the natural gas market to whom special obligations on supply of natural gas are assigned;

group of houses (constructions) – two or more houses (constructions) which together with thermal networks to installation site of node of commercial accounting of heat energy have one balance sheet accessory;

source of heat energy - the production facility intended for production of heat energy;

energy carriers - organic fuel, electrical energy, alternative energy sources;
