I ORDER:

1. Approve the enclosed list of some orders of the Minister of Transport and Communications of the Republic of Kazakhstan, the Minister of investments and development of the Republic of Kazakhstan, the acting minister on investments and development of the Republic of Kazakhstan, the Minister of the industry and infrastructure development of the Republic of Kazakhstan and the acting minister of the industry and infrastructure development of the Republic of Kazakhstan to which changes and additions are made.

2. To provide to committee of road transport and transport control of the Ministry of transport of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of transport of the Republic of Kazakhstan after its official publication.

3. To impose control of execution of this order on the supervising vice-Minister of Transport of the Republic of Kazakhstan.

4. This order becomes effective after sixty calendar days after day of its first official publication.

These rules of state registration of the vessel, including small size vessel and the rights to it (further – Rules) are developed according to subitem 26-7) of Item 1 of article 9 of the Law of the Republic of Kazakhstan "About inland water transport" (further – the Law on inland water transport), subitem 55-2) of Item 3 of article 4 of the Law of the Republic of Kazakhstan "About merchant shipping" and the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state and socially responsible services" (further – the Law on the state services) and determine procedure for state registration of the vessel of internal water swimming and river-marine vessel, and also the small size vessel and the rights to it and rendering the state services "State Registration of Courts of Internal Water Swimming, Courts of Swimming "River Sea" and the Rights to Them in the State Ship Register", "State registration of leased courts of internal water swimming and courts of swimming "river sea" in the register of leased foreign vessels", "State registration of small size vessels and the rights to them", "State registration of mortgage of the vessel, small size vessel".

"5. The service provider provides entering of data on stage of rendering the state services into digital monitoring system of rendering the state services.

When rendering the state services by means of the state digital system of permissions and notifications, data on stage of rendering the state service arrive in the automatic mode in digital monitoring system of rendering the state services.

Authorized body within three working days from approval date or change of the subordinate regulatory legal act determining procedure for rendering the state service staticize information on procedure for its rendering and send to Single contact center.";

"8. Data on identity documents of the owner (concerning physical persons) or about state registration of legal person owner (concerning legal entities) receive from the corresponding state digital systems through lock of "the digital government".";

1) in case of representation by uslugopoluchatel of complete document package grants the certificate on state registration of mortgage of the vessel, or the certificate on state registration of mortgage of the small size vessel (further – the Certificate on mortgage), or the duplicate of the certificate on state registration of mortgage of the vessel, or the duplicate of the certificate on state registration of mortgage of the small size vessel in form according to appendices 19 and 20 to these rules;

additional leaf to the certificate on state registration of mortgage of the vessel, or additional leaf to the certificate on state registration of mortgage of the small size vessel in form according to appendices 22 and 23 to these rules (further – Additional sheets);

information on the termination of mortgage of the vessel, information on the termination of mortgage of the small size vessel on forms according to appendix 25 to these rules (further – Information on the termination of mortgage);

In case of establishment of the bases for refusal of the main requirements to rendering the state service "State Registration of Mortgage of the Vessel, Small Size Vessel" provided in Item 10 of the List, the motivated refusal in form according to appendix 3-1 to these rules gives 2) and sends it through the portal in electronic form to personal account of uslugopoluchatel.";
