Article 1

Temporary rationing measures are applied to the physical persons which are outside the Russian Federation and evading from execution of the criminal penalty and (or) administrative penalty imposed for making of the administrative offenses provided by part 42 of Article 19. 5, Articles 19. 34, 20.3.2, 20.3.3, 20.3.4, 20.33 Russian Federation Codes of Administrative Offences (further - the persons which are outside the Russian Federation and evading from execution of the punishment), for the purpose of ensuring inevitability of punishment.

Article 2

1. The following temporary rationing measures are applied to the persons which are outside the Russian Federation and evading from execution of the punishment:

1) prohibition on state registration of a person as an individual entrepreneur;

2) prohibition on registration in tax authority of physical person as the taxpayer applying special tax regime "Tax on the professional income";

3) return of the statement for the state cadastral registration of real estate and (or) state registration of the rights to real estate and the documents enclosed to the specified application without consideration, No. 218-FZ performed according to the Federal Law of July 13, 2015 "About state registration of the real estate";
