"3) foreign participants of traffic - the diplomatic representations, the international organizations and/or its representations, consular establishments registered in the Republic of Kazakhstan and their employees accredited in the Republic of Kazakhstan, having privileges and immunities according to the Vienna convention of 1961 "About the diplomatic intercourses" and the Vienna convention of 1963 "About the consular intercourses", foreign citizens and stateless persons, and also legal entities with foreign participation, the branches and representations of foreign legal entities registered in the Republic of Kazakhstan;";
