I ORDER:

1. Bring in the order of the First deputy Premier-Ministra of the Republic of Kazakhstan – the Minister of Regional Development of the Republic of Kazakhstan of September 24, 2013 No. 239/ODES "About Approval of the Instruction about Carrying Out Monitoring (Screening) of Social and Economic Development of Rural Settlements by Local Executive Bodies" (registered in the Register of state registration of regulatory legal acts for No. 8851) the following changes and amendment:

in the Instruction about carrying out monitoring (screening) of social and economic development of rural settlements by local executive bodies (further - the Instruction) approved by the specified order:

state Items 2 and 3 in the following edition:

"2. Monitoring of social and economic development (further – Monitoring) is performed annually using the automated information system providing centralized collection, processing, storage and visualization of data with the purpose of carrying out the analysis of social and economic development of rural settlements (further – SNP) and used in determination of villages with development potential according to the Criteria for determination of capacity of rural settlements approved by the order of the Deputy prime minister – the Minister of national economy of the Republic of Kazakhstan of June 10, 2025 No. 50 (further – Criteria).

3. Monitoring is performed by local executive bodies (further – MIO) in coordination with the central authorized body in the field of regional development with use of the automated information system providing centralized collection, processing, storage and visualization of data.

At the same time methodological support of the analysis is performed by the subordinated organization of authorized body rendering expert and analytical maintenance of regional policy, social and economic development of regions, identifications of reserves of growth of economy of regions, including development of recommendations about assessment and monitoring of level of comfort of accommodation of the population in rural settlements.";

add with Item 3-1 of the following content:

"3-1. On the basis of results of monitoring by local executive bodies in coordination with the central authorized body in the field of regional development the potential of development of SNP according to Criteria is determined.";

3. To impose control of execution of this order on the supervising vice-minister of national economy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

5. Determine that:

since July 1, 2026 appendix 1 to the specified instruction is effective in edition, according to appendix 12 to this order;

since July 12, 2026 Items 2 and 3 of this order are effective in the following edition:
