About approval of Rules of integration of digital objects of "the digital government"

1. Approve the enclosed Rules of integration of digital objects of "the digital government".

2. Recognize invalid some orders according to the list according to appendix to this order.

3. To provide to committee of the state services of the Ministry of artificial intelligence and digital development of the Republic of Kazakhstan in the procedure for the Republic of Kazakhstan established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of artificial intelligence and digital development of the Republic of Kazakhstan after its official publication.

4. To impose control of execution of this order on the supervising vice-minister of artificial intelligence and digital development of the Republic of Kazakhstan.

5. This order becomes effective since July 12, 2026 and is subject to official publication.

Rules of integration of digital objects of "the digital government"

Chapter 1. General provisions

1. These rules of integration of digital objects of "the digital government" (further – Rules) are developed according to Item 3 of article 83 of the Digital code of the Republic of Kazakhstan (further – the Code) and determine procedure for integration of digital objects of "the digital government".

2. In these rules the following basic concepts are used:

1) the architectural and coordination center – the legal entity determined by the Government of the Republic of Kazakhstan, providing integrity, compatibility and efficiency of digital architecture of state bodies, the state legal entities, subjects of the quasi-public sector, legal entities, fifty and more percent of voting shares (shares) of which directly or indirectly belong to subjects of the quasi-public sector, and also other organizations participating in processes of public administration;

2) service for provision of open data – data transmission method unilaterally between digital objects;

3) verification token – the electronic key in the form of set of certain number of figures and letters intended for assurance of receipt of consent by the initiator and (or) operator from the subject of personal data;

4) safety of web services (WebServiceSecurity) (further – WSSecurity) – the standard of application of functions of safety in case of exchange of messages between the SOAP web services. In case of use of style of architecture of the software for the distributed systems (REST) safety of service is ensured through HTTPs security measures, and application of authentication of users;

5) the state service of access control to personal data – the service providing information exchange of owners and (or) operators, the third parties with the subject of personal data and authorized body in case of access to the personal data containing in digital objects of state bodies and (or) the state legal entities including obtaining from the subject of personal data of consent to collection, processing of personal data or their transfer to the third parties;

6) public Peer IP address – the unique IP address of the device naming the VPN tunnel and used on the Internet on the party of the initiator of integration service;

7) the internetwork Internet Protocol protocol (further – IP) – the routed protocol of internetwork level of stack TCP/IP intended for transfer of datagrams between nodes of computer network, providing their logical addressing;

8) integration services – the functional digital objects providing interaction, data exchange and accomplishment of the approved transactions between digital objects by means of the standard interfaces, protocols and mechanisms of access determined by authorized body;

9) the initiator of integration service – the owner or the owner of digital object initiating request for provision of integration service;

10) the owner or the owner of integration service – the owner or the owner of digital object providing integration service;

11) extensible markup language (eXtensible Markup Language) (further – XML) – the extensible markup language used for storage and data transmission in the structured and machine-readable format;

12) the transport signature – the digital signature used for ensuring integrity and authorship of the transferred messages in case of information exchange of digital systems using the WSSecurity specification;

13) certification center – the legal entity created according to the legislation of the Republic of Kazakhstan which confirms reliability of certificates of open keys of the digital signature, accessory and reality of open keys of the digital signature;

14) API with open right of access (further – OpenAPI) – the formalized specification providing the interface between presentation part of digital system, its user interface, libraries of low level and application programming interface;

15) applied program service – the application software intended and (or) used for accomplishment of applied user tasks, digitalization of business processes ensuring information exchange and other service functions;

16) the applied program interface (Application programming interface, further – API) – set of rules and protocols for interaction of program components of digital systems with each other;

17) the protocol of the applied Hyper Text Transfer Protocol level (further – HTTP) - the protocol providing interaction between the client and the server by means of transfer of hypertext documents in HTML format;

18) the single transport circle of state bodies (further – UTS of GO) – the network of telecommunications entering infrastructure of "the digital government" and intended for ensuring interaction local (except for the local networks having Internet access), departmental and corporate networks of telecommunications of state bodies, their subordinated organizations and local government bodies, and also other subjects of the digital circle determined by authorized body with observance of required level of cyber security;

19) the simple protocol of access to objects (SimpleObjectAccessProtocol, further – SOAP) – the protocol based on XML for transmission of messages in case of integration of digital systems;

20) the passport of service – the web page of specific service containing data on contacts of responsible persons of the owner or the owner accompanying the organizations (in case of its availability) and developer of service, appointment, functionality, technical characteristics, the interaction modes, conditions of information exchange, connection and other parameters of integration service or applied program service, providing informing initiators of integration interaction and participants of integration architecture on conditions, and standards to use of this service;

21) the register of services – the list of the registered integration and applied program services on the digital platform "Smart Bridge";

22) integration service of notifying nature – method of information exchange of digital objects, with the direction of the notification to the owner or owner of integration service on the beginning of actions for integration of digital objects;

23) authorized body in the field of digitalization (further – authorized body) – the central executive body performing management and cross-industry coordination in the field of digitalization;

24) digital system – functionally connected complex of digital resources using objects of digital infrastructure for the purpose of ensuring creation, collection, processing, storage and distribution of digital data, and also automating interaction of subjects of the digital circle and (or) providing rendering services in the digital circle;

25) digital object – the isolated element of the digital circle created used or transferred by means of digital technologies having unique digital characteristics and allowing subjects of the digital circle to perform competences of ownership, use or the order in the amount established by the legislation of the Republic of Kazakhstan;

26) integration of digital objects – actions for the organization and ensuring interaction between digital objects by means of integration services with use of standard protocols of data transmission;

27) the magazine of digital events – the files containing information on system operation used for monitoring of its work and identification of the reasons in case of failure;

28) the module of identification and authentication of Identity Provider of the web portal of "the digital government" – the specialized module providing centralized authentication of users, and also connection of external systems via mechanisms of single entrance;

29) the operator of "the digital government" (further – the operator) – the legal entity determined by the Government of the Republic of Kazakhstan, providing functioning of digital objects of "the digital government";

30) external lock of "the digital government" (further – VShTsP) – the lock subsystem of "the digital government" intended for ensuring interaction of the digital objects which are in UTS of GO with the digital objects which are out of UTS of GO;

31) payment gateway of "the digital government" – the digital object automating processes of information transfer about carrying out payments within rendering paid services;

32) digital objects of "the digital government" – the digital objects of state bodies and other persons intended for implementation of activities of state bodies, accomplishment of the state functions and rendering the state services;
