About carrying out experiment on realization of possibility of registration of citizens of the Russian Federation in system of the individual (personified) accounting, receipts of qualified certificates of keys of verification of digital signatures by citizens of the Russian Federation outside the Russian Federation and provision of the state and other services by it

The government of the Russian Federation decides:

1. Conduct from July 1, 2026 to December 31, 2027 experiment on realization of possibility of registration of citizens of the Russian Federation in system of the individual (personified) accounting, receipts of qualified certificates of keys of verification of digital signatures by citizens of the Russian Federation outside the Russian Federation and provision of the state and other services by it (further - experiment).

2. Determine that the experiment is made in the territories of the Republic of Armenia, the Socialist Republic of Vietnam, the Republic of India, the Republic of Indonesia, the Republic of Kazakhstan, the Kyrgyz Republic, People's Republic of China, Malaysia, the United Arab Emirates, the Republics of Serbia, the Republic of Turkey and the Republic of Uzbekistan.

3. Agree with the offer of Analytical center joint-stock company (further - authorized organization) about participation of authorized organization on a grant basis in carrying out experiment.

4. Approve the enclosed Regulations on carrying out experiment on realization of possibility of registration of citizens of the Russian Federation in system of the individual (personified) accounting, receipts of qualified certificates of keys of verification of digital signatures by citizens of the Russian Federation outside the Russian Federation and provision of the state and other services by it.
