About measures for implementation of the Presidential decree of the Republic of Belarus of January 16, 2026 No. 19
Based on subitem 3.16 of Item 3 of article 4 of the Law of the Republic of Belarus of April 19, 2022 No. 164-Z "About payment systems and payment services", Item parts two 10, of Item 24 of the Presidential decree of the Republic of Belarus of April 18, 2019 No. 148 "About digital banking technologies", the paragraph of the tenth Item 16, parts four of Item 19 and part six of Item 25 of the Regulations on activities of cryptobanks approved by the Presidential decree of the Republic of Belarus of January 16, 2026 No. 19, of part one of article 39 of the Bank code of the Republic of Belarus Board of National Bank of the Republic of Belarus DECIDES:
1. Determine that:
1.1. the decision on application of corrective action in the form of collection in the republican budget of all amount (part) of the money placed in National Bank on conditional irrevocable bank deposit (deposit) (further – money), in the cases provided by paragraphs to the second and third part five of Item 25 of the Regulations on activities of cryptobanks is accepted by Board of National Bank.
The size of subjects to collection in the republican cash budget is determined by Board of National Bank based on the motivated decision taking into account the following criteria:
the circumstances which caused emergence of the violations (shortcomings) revealed in work of cryptobank;
general financial condition of cryptobank and its market position of services of cryptobanks;
