About entering of amendments and changes into the Law "About Environmental Control"

Article 1. Article 4 of the Law of April 11, 2005 No. ZR-82 "About environmental control" (further - the Law):

Paragraph two after words of "radioactive pollution" to add 1) with words of "emissions of greenhouse gases", and after words of "submission of the reporting" to add with words "provisions of data for the purposes of inclusion in measuring system, the reporting and certification";

2) to replace words in the paragraph the thirteenth "for rational use of natural resources" with the words "for rational use of natural resources, and also for mitigation of the consequences of climate change and ensuring adaptation".

Article 2. Regarding 1 article 22 of the Law:

Item 1 to add 1) with the subitem "z" of the following content:

"h) availability of permissions to emissions of greenhouse gases and observance of the maximum limit set by this permission;";

To add 2) with Item 11 of the following content:

"11) measuring system, accountabilities and certifications:

a) observance of the established procedure of provision of data for inclusion in system of measurement, accountability and certification,

b) observance of requirements of certification by the physical persons or legal entities exercising quality control and quality assurance given and the account included in measuring system, the reporting and certification.".

Article 3. To add part 1 of article 29.1 of the law with Item 12 of the following content:

"12) the checked subject performs emission of greenhouse gases without receipt of permission to emission of greenhouse gases in the cases and procedure established by the legislation.".
