Carrying out experiments is performed under the auspices of republican, the capitals, regional, the cities of republican value (the city of regional value) and sea operational staff on fight against terrorism for the purpose of assessment of security and regime measures on the checked object, vulnerable in the terrorist relation, readiness of owners, heads and officials of object, vulnerable in the terrorist relation, security services, personnel of the security and other organizations ensuring safety and anti-terrorist protection of object to first-priority actions in case of terrorist threat, previously approved by the parties for the purpose of safety of participants of experiments.";
