About measures for creation of conditions for investment attraction to the sphere of renewable energy resources and to ensuring energy security of the Kyrgyz Republic
For the purpose of approbation of legal regulation of the public relations directed to creation of conditions for investment attraction to the sphere of renewable energy resources, ensuring energy security of the Kyrgyz Republic according to article 31-1 of the Law of the Kyrgyz Republic "About regulatory legal acts of the Kyrgyz Republic", Articles 66, I decide 71 Constitutions of the Kyrgyz Republic:
1. Enter from July 1, 2026 to June 30, 2027 temporary legal regulation of the public relations for the purpose of implementation of measures for creation of conditions for investment attraction into the sphere of renewable energy resources and to ensuring energy security of the Kyrgyz Republic (further - temporary legal regulation of the public relations).
2. Approve Provisional regulations for measures for creation of conditions for investment attraction to the sphere of renewable energy resources and to ensuring energy security of the Kyrgyz Republic (further - Provisional regulations) according to appendix.
3. Determine that for the period of action of temporary legal regulation of the public relations preparation, interaction and support of projects in the field of renewable energy resources are performed according to Provisional regulations.
4. To provide to the ministries and departments of the Kyrgyz Republic, offices of plenipotentiaries of the President of the Kyrgyz Republic in areas, local public administrations, local government bodies and the organizations irrespective of patterns of ownership for action of temporary legal regulation of the public relations operational consideration of documents on projects in the field of renewable energy resources according to Provisional regulations.
5. To Department of Energy of the Kyrgyz Republic together with Fund of green power under the Cabinet of Ministers of the Kyrgyz Republic in accordance with the established procedure:
1) till March 1, 2027 to perform monitoring of realization of temporary legal regulation of the public relations;
