I ORDER:

1. Approve the enclosed list of some orders to which changes are made.

2. To provide to committee of registration service and organization of legal services of the Ministry of Justice of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order;

2) placement of this order on official Internet resource of the Ministry of Justice of the Republic of Kazakhstan after day of its first official publication.

3. To impose control of execution of this order on the supervising vice-Minister of Justice of the Republic of Kazakhstan.

4. This order becomes effective since July 12, 2026 and is subject to publication.

Chapter 1. General provisions

1. These rules of accounting of the qualified legal aid guaranteed by the state in the form of legal consultation given by the lawyer or the legal consultant (further – Rules), are developed according to the subitem 12) of article 23 of the Law of the Republic of Kazakhstan "About lawyer activities and qualified legal aid" (further - the Law) and determine accounting treatment for the qualified legal aid guaranteed by the state in the form of legal consultation given by the lawyer or the legal consultant.

Chapter 2. Accounting treatment for the qualified legal aid guaranteed by the state in the form of legal consultation given by the lawyer or the legal consultant

4. Accounting of the qualified legal aid guaranteed by the state in the form of legal consultation given by the legal consultant is conducted by the legal consultant in the register of accounting of the qualified legal aid guaranteed by the state in the form of legal consultation, in form according to appendix 2 to these rules in the electronic medium in the Kazakh or Russian languages.

5. Data are subject to inclusion in the register in day of the address of person for the qualified legal aid guaranteed by the state in the form of legal consultation.

6. The data containing in the digital register except for of the confidential information protected by lawyer secret or the secret legal consultant are entered by the lawyer or the legal consultant into the single digital system of qualified legal aid.

Standard charter of Chamber of legal consultants

1. "Chamber of legal consultants" (further – Chamber) is, the organization based on obligatory membership created for the purpose of regulation of activities for rendering qualified legal aid and control of activities of the members regarding observance of requirements of the legislation of the Republic of Kazakhstan by them about lawyer activities and qualified legal aid, rules and standards of Chamber, the Code of professional ethics included in the register of chambers of legal consultants combining at least two hundred legal consultants on the terms of membership.

2. The chamber is non-profit organization, has in property or in operational management the isolated property, separate balance or the estimate; has the right to open accounts in banks in the procedure established by the legislation; can acquire and perform the property and personal non-property rights; has seal, stamps and forms with full name of the organization in the state and Russian languages, and also emblem (symbolics) registered in accordance with the established procedure; has the right to be the claimant and the defendant in court.

3. The chamber is formed and operates on the principles of legality, equality and voluntary declaration of will of his members, publicity, self-government and self-financing.
