I ORDER:

1. Bring in the order of the Minister of Internal Affairs of the Republic of Kazakhstan of March 28, 2020 No. 261 "About approval of Rules of rendering the state services in the field of security activities" (it is registered in the Register of state registration of regulatory legal acts for No. 20224) the following changes:

The rules of provision to the national companies of the right to organization of the security organizations approved by the specified order to be reworded as follows according to appendix 3 to this joint order.

3. To provide to committee on control of security activities of the Ministry of Internal Affairs of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on official Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising deputy minister of internal affairs of the Republic of Kazakhstan.

4. This order becomes effective since July 12, 2026 and is subject to official publication.

Rules of rendering the state service "Licensing for the Occupation Right Security Activities"

Chapter 1. General provisions

1. These rules of rendering the state service "Licensing for the Occupation Right Security Activities" (further – Rules) are developed according to the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state and socially responsible services" (further – the Law) and determine procedure for rendering the state service "Licensing for the Occupation Right Security Activities".

2. The state service "Licensing for the Occupation Right Security Activities" (further – the state service) appears territorial authorities of police (further – the service provider).

The state service has the following subspecies of the state services:

1) all types of security services, including protection of objects, vulnerable in the terrorist relation;

2) all types of security services, except for protection of objects, vulnerable in the terrorist relation.

Chapter 2. Procedure for rendering the state service

3. For receipt of the state service legal entities (further – uslugopoluchatel) send to the service provider through the web portal of "the digital government" www.egov.kz or www.elicense.kz (further – the Portal), the statement with application of documents, the main requirements to rendering the state service "Licensing for the Occupation Right Security Activities" specified in Item 10 of the List according to appendix 1 to Rules (further – the List), in electronic form, signed by the digital signature (further – the EDS) uslugopoluchatel, with the filled form of data according to appendices 2 and 3 to Rules.

4. The main requirements to rendering the state service are provided in the List.

5. After submission of documents in "personal account" of uslugopoluchatel information on the status of consideration of request for rendering the state service, and also the notification with indication of date and time of receipt of result of the state service is displayed.

6. The service provider in day of receipt performs registration of a statement. In case of receipt of the statement after the termination of working hours, in days off and holidays according to the Labor code of the Republic of Kazakhstan, the statement is registered the next working afternoon.
