About introduction of amendments to some orders of the Minister of ecology, geology and natural Republic of Kazakhstan

I ORDER:

1. Approve the enclosed list of some orders of the Minister of ecology, geology and natural the Republic of Kazakhstan to which changes, according to appendix to this order are made.

2. To provide to department of ecological culture and policy of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order submission to Department of legal service of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Ecology and Natural Resources of the Republic of Kazakhstan.

4. This order becomes effective since July 12, 2026 and is subject to official publication.

The list of some orders of the Minister of ecology, geology and natural resources of the Republic of Kazakhstan to which changes are made

1. Bring in the order of the acting minister of ecology, geology and natural resources of the Republic of Kazakhstan of August 3, 2021 No. 286 "About approval of Rules of carrying out public hearings" (it is registered in the Register of state registration of regulatory legal acts No. 23901) the following changes:

in Rules of carrying out the public hearings approved by the specified order:

4) of Item 2 to be reworded as follows the subitem:

"4) public hearings – one of forms of public participation in acceptance of the state and management decisions raising the questions of environmental protection and sustainable development of the Republic of Kazakhstan by means of open meetings, public discussions in Digital system of authorized body in the field of environmental protection (further – Digital system)";

5) of Item 2 to be reworded as follows the subitem:

"5) video conferencing – service of communication with use of digital technologies for interactive interaction of several removed subscribers in real time with possibility of exchange of audio-and video information;";

be reworded as follows Items 3 and 4:

"3. For placement of information on public hearings in Digital system, official Internet resources of local executive bodies of the capital, areas, cities of republican value and the state bodies developers of drafts of state programs in the industries listed in Item 3 of article 52 of the Code, development programs of the territories and master plans of settlements the special heading "Public Hearings" in form according to appendix of 1 these rules is created.

4. Maintaining Digital system is performed by the subordinated organization of authorized body in the field of environmental protection.

The digital system works round the clock, except for days off, holidays and the technical breaks connected with carrying out repair work. Registration of letters requests and announcements of carrying out the public hearings which arrived after 18:00 hours is performed the next working day.";

The initiator of public hearings (further – the Initiator) directs to activities the letter request to carrying out public hearings by means of Digital system in local executive bodies of the corresponding administrative and territorial units (the capital, areas, the cities of republican value) which are fully or partially located within the mentioned territory, with indication of the offered places available to the public, date and time of the beginning of carrying out public hearings.";

"11. The initiator after approval of the place, date and time of carrying out public hearings, sends to the subordinated organization of authorized body in the field of environmental protection and local executive bodies of the corresponding administrative and territorial units (the capital, areas, the cities of republican value) by means of Digital system:

1) the filled form of the heading "Public Hearings" according to Appendix of 1 these rules;

2) document package, the public hearings submitted for public hearings depending on subject according to Item 12 of these rules;
