I ORDER:

1. Bring in the order of the Minister of Internal Affairs of the Republic of Kazakhstan of December 2, 2014 No. 862 "About approval of Rules of state registration and accounting of separate types of vehicles on vehicle identification number, training of drivers of motorized vehicles, acceptance of examinations and issue of car driver licenses" (registered in the Register of state registration of regulatory legal acts for No. 10056) the following changes and amendments:

"8) single digital system of state registration of vehicles (further – ETsS) – the state digital system of authorized body providing centralized accounting of data on vehicles and their owners according to the obligatory registration data of the vehicle provided in Item 1 of article 72 of the Law of the Republic of Kazakhstan "About traffic" and also committed registration actions.";

10) of Item 3 to state the subitem in the following edition:

"10) vehicle identification number – the individual serial number of the vehicle expressed as consecutive alphanumeric symbols, appropriated by the producer of the vehicle, allowing to make vehicle identification in ETsS;";

"9. In case of registration, change in registration, removal from accounting of vehicles all necessary data are entered in ETsS. In case of registration of the vehicles which arrived from the countries entering into the Eurasian Economic Union in special marks SRTS record is specified: from the Russian Federation – TS of the Russian Federation, from the Republic of Armenia – TS of RA, from the Republic of Belarus – TS of the Republic of Belarus, from the Kyrgyz Republic – TS of the KR.

In case of registration of vehicles with left-side arrangement of the governing bodies registered on citizens of the Republic of Kazakhstan in authorized bodies of the Republic of Armenia and imported into the Republic of Kazakhstan till February 1, 2020 in special marks SRTS it is specified: Is not subject to registration for the other person.";

For identification of the identity of owners of vehicles in cases of making of registration actions by means of PTsP or digital objects biometric authentication or the EDS are used.";

"19. Encumbrances on the vehicles entered according to the legislation and also export term abroad of the vehicle which is temporarily imported into the Republic of Kazakhstan under the obligation about the return export are brought in ETsS.

Changes of the specified data in this Item are made based on the documents issued by bodies which impose the corresponding ban and restrictions.";

"21. Before production of state registration of vehicles, and also removals from accounting check of the vehicle, the owner and owner's representative on digital resources of Department of Internal Affairs regarding their availability in search is performed. The result performed is kept in ETsS.";

state Item 22-2 in the following edition:

"22-2. Inspection of the vehicle is performed on Item of survey of the State corporation in vehicle place of registration by the authorized employee of Department of Internal Affairs.

In case of survey of the vehicle its identification is performed, compliance of number aggregates is checked, their markings to the data specified in registration documents their authenticity is established, and also photofixing of the vehicle (general view) and its identification number is carried out.

Results of survey of the vehicle are drawn up in the form of the electronic inspection report according to appendix 12 to these rules which together with electronic facsimiles of the vehicle, its identification number is introduced in ETsS and affirm the authorized employee of Department of Internal Affairs performing inspection with use of the EDS and means of biometric identification.

Effective period of the inspection report of the vehicle constitutes 14 calendar days from the date of its registration.

The vehicle registration and change of registration data are prohibited in case:

impossibility of vehicle identification owing to counterfeit, concealment, change and (or) destruction of marking of the number aggregates put with the manufacturer of the vehicle;

replacements of component of the design having marking identification designation of the vehicle specified in article 72 of the Law of the Republic of Kazakhstan "About traffic";

findings of the vehicle in search.

In case of detection of the specified facts they are fixed in the inspection report and by means of photofixing, then the relevant information is without delay transferred by the authorized employee of Department of Internal Affairs performing inspection to control room of Department of Internal Affairs.";

"24. GRNZ "Transit" are issued in one-time procedure on vehicles:

1) their realization by the legal entities and individual entrepreneurs performing trading activity delivered under the own steam from manufacturers to the place;

2) delivered under the own steam after their release by customs authority from places of temporary storage (customs control zone) to place of registration in authorized body;

3) delivered under the own steam from manufacturers to the venue of testing and back;

4) struck off the register in connection with its export out of limits of the territory of the Republic of Kazakhstan.

In the case provided by the subitem 3) of this Item, GRNZ "Transit" is issued for the term of thirty calendar days, in other cases – for ten calendar days.

In case of issue of GRNZ "Transit" on its back entries with indication of date of issue, effective period of GRNZ "Transit", brand, model, identification number, number of the chassis (body, frame), years of release of the vehicle, the information about the owner are made.

25. The vehicle owner is allowed to choose free GRNZ with certain digital and (or) alphabetic designations (custom GRNZ).

Information about free for the choice of GRNZ is provided through PTsP and digital objects.

The vehicle registration which owner chose GRNZ with certain digital and (or) alphabetic designations is performed after their production.";

"30. Assignment of GRNZ which were in the use on vehicles of other owners is not allowed, except for, if owners are:

1) state bodies, the diplomatic and equated to them representations of foreign state, consular establishments of foreign state accredited in the Republic of Kazakhstan and also their employees and members of their families;

2) parents (parent), children, adoptive parents (adopters), the adopted (adopted), full and not full brothers and sisters, the grandfather, the grandmother, grandsons, the spouse (spouse) consisting (consisting) in the registered scrap of the former owner;

3) the legal successor (heir) of the former owner in case of transfer of TS by inheritance in compliance of the Civil code of the Republic of Kazakhstan.

Assignment of GRNZ which were in the use in the cases specified in this Item is performed by provision of the statement of the former owner (the legal successor (heir)) on which vehicle GRNZ, about permission of assignment of GRNZ to the new owner, and also the documents confirming the corresponding circumstances (the certificate on marriage, the certificate of birth, the certificate on the right to inheritance) and after payment of the state fee for the duplicate of GRNZ provided by the Tax code was appropriated.";
