About introduction of amendments to the Law of Ukraine "About defense of Ukraine" concerning resource management in the field of defense
The Verkhovna Rada of Ukraine decides:
I. Introduce in the Law of Ukraine "About defense of Ukraine" (Sheets of the Verkhovna Rada of Ukraine, 2000, No. 49, Art. 420 with subsequent changes) the following changes:
1. In Article 1:
add part one with paragraphs the twenty eighth - the thirty seventh the following content:
"policy of resource management in the field of defense - the component of state policy in the field of defense aimed at providing effective forming of requirements of forces of defense, distribution and use of resources in the field of defense (financial, material, non-material and human);
resource management system in the field of defense - the integrated system of ensuring the approved functioning of processes of defense planning, budgetary planning, creation, content and development of opportunities of forces of defense, quality management, planning and implementation of defense purchases in the field of defense according to the modern principles, approaches and standards of NATO member states;
resources in the field of defense - the financial, material, non-material and human resources used for ensuring requirements of forces of defense according to the laws of Ukraine;
human resources in the field of defense - regular personnel of bodies of military management, connections, military units, bodies, divisions, the highest military educational institutions, organizations, organizations and companies of the constituting defense forces, and also the recruits, persons liable for call-up and reservists staying on the registry in the territorial centers of completing and social support, the Central management and regional bodies of the Security Service of Ukraine, Service of foreign intelligence of Ukraine;
material resources in the field of defense - military property, and also the property of the companies used by them for needs of defense of Ukraine;
