About urgent measures for effective realization of digital transformation of the Kyrgyz Republic
In the Kyrgyz Republic complex measures for widespread introduction of modern digital technologies in all industries and spheres, first of all in public administration, the social sphere, education, health care and economy are implemented. We achieved significant progress in digitalization of the state services, but for business bureaucratic procedures still represent serious barrier, digitalization does not carry out the purpose. Job analysis of components of the digital government revealed massive faults in its functioning, including in case of interaction with uslugopoluchatel in regions, in particular at the level of local government bodies.
Further dynamic development of the Kyrgyz Republic is closely connected with digital transformation of the country. For the purpose of the accelerated development of digital transformation, enhancement of system of the digital government, further development of the domestic market of software products and digital technologies, the organization in all regions of the republic of IT parks, being guided by Articles 66, 71 Constitutions of the Kyrgyz Republic, I decide:
1. Reorganize the Ministry of digital development and innovative technologies of the Kyrgyz Republic (further - the Ministry of digital development) by accession to Administration of the President of the Kyrgyz Republic (further - Administration of the President) with transfer of function, the number of staff and personnel, financial, material resources and intangible assets, structural divisions, subordinated organizations and the organizations.
