1. This law governs the relations connected with provision of effective and high-quality services of the public and to each person in the safe digital circle or by means of realization of policy of open information and also provides public control over accomplishment by state bodies and local government bodies of the obligations, determines methods of ensuring access to public information, expansions in the cloudy domain, control, supervision of this information.
2. Operation of this law extends to the relations connected with collection, processing, use by state bodies and local government bodies of information established by this Law, creation of databases, management of them, provision of information. Operation of this law extends in sense of the law "About the Body Regulating Public Services" on legal entities in the field of public services and the databases or information systems belonging to the legal entities or physical persons which signed agreements by means of which during implementation of the powers provided by the law or provision of services identification of physical person with the data proving the identity irrespective of, these data based on the law or with the consent of the subject of data are collected or processed is performed provided by this law.
3. Operation of this law does not extend on the international treaties ratified by the Republic of Armenia or in the cases provided by the law of the data or data protected by the law on.
