About entering of amendments and changes into the Law "About Budget System of the Republic of Armenia"

Article 1. In article 1.2 of the Law of June 24, 1997, No. ZR-137 "About budget system of the Republic of Armenia" (further - the Law):
Part 5 to add 1) with the new offer of the following content: "The community can raise borrowed funds only from internal sources.";
To add 2) with parts 7.1-7.3 following of content:
"7.1. Public infrastructure on public interest or the benefit, representing fixed asset (in building volume, objects, the equipment) or intangible assets which are used for rendering the state services with the purpose (or in its relation).
7.2. The state service is the activities in public concerns performed by state bodies or from their name or for implementation of which the state body, and also any service or activities in the field of the state services regulated in value of the Law "About Regulating Authority of the State Services" is responsible.
7.3. Contractual contingent obligations are the contingent obligations arising from the agreements signed by the state on operation, construction, improvement or maintenance of public infrastructure, except for agreements, signed according to the legislation regulating purchases.".
Article 2. State article 11 of the law in the following edition:
"Article 11. Budget guarantees
1. The budget guarantee is the obligation guaranteeing proper execution of debt obligations of community, legal entities and physical persons, and also foreign state and the international organization in the face of, obtaining budget guarantee, at the expense of means of the government budget.
2. Internal budget guarantees are the budget guarantees provided by the state to residents of the Republic of Armenia.
3. External budget guarantees are the budget guarantees provided by the government to nonresidents.
