I ORDER:

1. Approve the enclosed list of some orders to which changes are made.

2. To provide to department of investment policy and infrastructure development of the Ministry of Public Education of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Public Education of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Public Education of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-minister of education of the Republic of Kazakhstan.

4. This order becomes effective since July 12, 2026, except for paragraphs of the third, fourth, fifth, sixth, seventh, eighth, ninth Item 1, of paragraphs of the third, fourth, fifth, sixth, seventh, eighth, ninth, tenth, eleventh, twelfth, thirteenth, fourteenth, fifteenth, sixteenth, seventeenth, eighteenth, nineteenth, twentieth Item 3, of paragraphs of the fifth, sixth and seventh item 4 of the List which become effective after ten calendar days from the date of its first official publication.

The list of some orders to which changes are made

1. In the order of the acting minister of science and education of the Republic of Kazakhstan of September 14, 2018 No. 464 "About approval of Rules of placement of the state order on providing students of technical and professional, postsecondary education with places in hostels" (it is registered in the Register of state registration of regulatory legal acts at No. 17379) to make the following changes:

in Rules of placement of the state order on providing students of technical and professional, postsecondary education with places in the hostels approved by the specified order:

"2. In Rules the following concepts are used:

1) the potential supplier - the physical person performing business activity, the legal entity (except for public institutions if other is not established for them by the laws of the Republic of Kazakhstan), temporary consolidation legal entities (consortium), the agreements applying for the conclusion;

2) biometric identification - the procedure of identification of physical person based on its physiological and biological invariable signs;

3) the operator of authorized body in the field of education (further - the operator) - the legal entity with absolute participation of the state in the authorized capital determined by authorized body in the field of education in coordination with authorized body in the field of science and the higher education, performing placement of the state order on providing students of the organizations of technical and professional, postsecondary education with places in hostels, in limits, stipulated by the legislation the Republic of Kazakhstan;

4) the supplier - the physical person performing business activity, the legal entity (except for public institutions if other is not established by the laws of the Republic of Kazakhstan), temporary consolidation legal entities (consortium), acting as the customer's partner in the agreement signed with it;

5) the state order on providing students of the organizations of technical and professional, postsecondary education with places in hostels (further - the state order) - money payments for services in ensuring introduction of new places in hostels for students of the organizations of technical and professional, postsecondary education who are connected with the state educational order.";

"5-1. Monitoring of the organizations of technical and professional, postsecondary education of places which are actually occupied by students in the hostel is performed by the operator by receipt of data from:

the digital system "National Educational Database" regarding confirmation of reference of the students of the organizations of technical and professional, postsecondary education living in the hostel to category;

The state database "Physical persons" regarding receipt of urgent and authentic information about the students of the organizations of technical and professional, postsecondary education living in the hostel, including about their registration at the place of residence, except for foreigners and stateless persons;

the digital StudDom system belonging to the operator, integrated with device(s) limiting easy access of people (entrance or exit) to the respective hostel regarding receipt of data on accommodation in the respective hostel of students of the organizations of technical and professional, postsecondary education. In case of lack of such data in the digital StudDom system, the operator performs call-down of the students of the organizations of technical and professional, postsecondary education living in the hostel for the purpose of confirmation of their accommodation in the hostel;

control and management systems for access of the device limiting easy access of people (entrance or exit) to the respective hostel, the card identification providing use or biometric identification.";

"15. Payments for the state order are performed after putting into operation of the hostel and registration of encumbrance of the right to change of purpose of the hostel for the term of at least twenty years, in case of observance of requirements of the subitem 1) of Item 5 of Rules, for complete month, without crushing.

For payment implementation the supplier monthly provides to the operator the register, in form according to appendix to Rules, the register for the December provided as of December 15 containing data about the organizations of technical and professional, postsecondary education which are actually occupied by students places in the hostel as of the last day of month, except for.

The operator performs reconciliation of the data specified in the register regarding compliance to their digital systems specified in Item 5-1 of Rules.

The operator for the purpose of implementation of monitoring of the organizations of technical and professional, postsecondary education of places which are actually occupied by students in the hostel as of the last day of month and for December 15 based on the data received from the digital StudDom system for the corresponding period within five working days notifies students of the organizations of technical and professional, postsecondary education on accommodation them in the respective hostel with indication of contacts of feedback, by means of the web portal of "the digital government". In the absence of objection from the student of the organizations of technical and professional, postsecondary education within three working days after sending the notification by the operator, it is considered confirmation of its accommodation in the respective hostel by default.

In case of confirmation of the fact of not accommodation of students of the organizations of technical and professional, postsecondary education in the hostel after implementation of payment for the state order the operator draws up the conclusion based on which sends to the supplier the requirement about return to the budget of the means for the entire period of not accommodation received for such students.

15-1. Actually taken places in the hostel students of the organizations of technical and professional, postsecondary education are confirmed by the digital StudDom system number of hours of accommodation of one student of the organizations of technical and professional, postsecondary education in the respective hostel in month (except for December) at least seventy two hours.

9) the technical means used in case of examination - special devices, held for use independently or as part of any system when implementing examination, hand luggage, load, baggage, mail, pupils and students, personnel and visitors;

10) the passport of anti-terrorist security - the directory document containing the general and technical information about object reflecting condition of its anti-terrorist security, and intended for planning of actions for the prevention, suppression, minimization and (or) mitigation of consequences of acts of terrorism on object, vulnerable in the terrorist relation;

11) objects, vulnerable in the terrorist relation, - especially important state, strategic, hazardous production facilities, and also the objects of industries of economy having strategic importance, objects of mass accumulation of people, the protected objects requiring the obligatory organization of anti-terrorist protection;

12) the warning system - set of the technical means intended for operational informing (the light and (or) sound notification) being on object, vulnerable in the terrorist relation, persons about alarm in case of emergencies (accident, the fire, natural disaster, attack, act of terrorism) and actions in the developed situation.";
