"8. In the presence of the bases for development of provision or modification and (or) amendments in it, stipulated in Item the 4th this Instruction, the project of provision is developed and introduced on approval or acceptance to the first head of state body or its collegiate organ (in the presence) according to the internal ministerial procedures of state body established by its regulations or regulatory legal acts and affirms according to the legislation of the Republic of Kazakhstan.
The project of provision or changes and (or) amendments in provision is developed after carrying out the analysis according to technique about carrying out industry (departmental) functional reviews of the activities of state bodies approved by the order of the Deputy prime minister - the Minister of national economy of the Republic of Kazakhstan of October 21, 2025 No. 111, with application of the register of functions of state bodies in the information system "State Planning (Budgetary Planning)", except for the provisions having information on the state secrets and carried to office information of limited distribution, created according to the Law of the Republic of Kazakhstan "About the state secrets" and item 4 of article 45 of the Code.
