I ORDER:

1. Approve the enclosed changes and additions which are made to some orders of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan (further – changes and amendments).

2. To provide to department of social security and social insurance of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan after its official publication;

3) within three working days after execution of subitems 1) and 2) this Item submission of information to Department of legal service of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-Minister of Labour and Social Protection of the population of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Changes and additions which are made to some orders of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan

1. In the order of the Deputy prime minister - the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan of June 21, 2023 No. 229 "About some questions of system of social insurance and rendering the state services in the social and labor sphere" (it is registered in the Register of state registration of regulatory legal acts for No. 32897) to make the following changes:

in Rules and cases of implementation of return of excessively (mistakenly) paid social assignments and (or) penalty fee for untimely and (or) incomplete payment of the social assignments approved by the specified order:

"4. For receipt of Service the uslugopoluchatel directs the application in paper form to the State corporation in form according to appendix 1 to these rules, or in electronic form by means of the web portal, with appendix of the following documents:

1) copies of the document confirming the beginning/termination of labor activity of the participant of system of compulsory social insurance are attached in the case specified in the subitem 2) of Item 3 of these rules

2) copies of the simplified declaration for subjects of small business (f.910. 00) in the form approved by the order of the First deputy Premier-Ministra of the Republic of Kazakhstan – the Minister of Finance of the Republic of Kazakhstan "About approval of forms of tax statements and rules of their creation" of January 20, 2020 No. 39 (it is registered in the Register of state registration of regulatory legal acts for No. 19897) (further – the Order) for the period return of social assignments and (or) penalty fee for untimely and (or) incomplete payment of social assignments, is applied in the cases specified in subitems 5) or 6) of Item 3 of these rules.

In the absence of the document specified in the subitem 2) of this Item the statement from personal account about condition of calculations with the budget for all or separate types of tax, payments in the budget, social payments, penalty fee and penalties issued by bodies of state revenues, in form according to appendix 16 to the Rules of maintaining personal account of the taxpayer (tax agent) approved by the order of the Minister of Finance of the Republic of Kazakhstan of October 28, 2025 No. 637 is attached (it is registered in the Register of state registration of regulatory legal acts for No. 37255) (further – the Statement from personal account of the taxpayer);";

state Item 23 in the following edition:

"23. In the summary payment order on each participant of system of compulsory social insurance the surname, name, middle name (is entered in case of its availability); individual identification number (further – IIN); amount of social assignment; the period (month, year) for which social assignment is paid.

In the payment orders constituted on papers, the period for which social assignments are paid is specified payers in the column "Purpose of payment".";
