Bring in the Law of the Russian Federation of October 9, 1992 No. 3612-I "Bases of the legislation of the Russian Federation about culture" (Sheets of the Congress of People's Deputies of the Russian Federation and the Supreme Council of the Russian Federation, 1992, No. 46, of the Art. 2615) change, having added with its Article 47.1 of the following content:
"Article 47.1. The lease agreement on the terms of the preferential rent of the state-owned or municipal property assigned on the right of operational management to the organization of culture
The organization of culture has the right to provide in lease at the preferential rate of the rent the state-owned or municipal property assigned to it on the right of operational management with the consent of the owner of the specified property for the purpose of implementation by the lessee of retail trade by books, newspapers and magazines and holding cultural and educational actions for results of carrying out culture of auction by the organization on right to contract of lease of the state-owned or municipal property assigned on the right of operational management to the organization of culture in the procedure established by federal antimonopoly authority (further - the lease agreement).
The essential term of the contract of lease is the prohibition on the redemption, delivery in the sublease of the property provided to the lessee according to the lease agreement, transfer by the lessee of the rights and obligations according to the lease agreement to other person, provision of the specified property in free use, pledge of leasehold interests and their introduction as contribution to non-profit organizations or to the authorized capital of economic partnerships and societies or share to production cooperative, and also on use of property for the purpose of, not provided by this Article.
