in the Rules of issue to foreigners and stateless persons of permission to temporary and permanent residence in the Republic of Kazakhstan approved by the specified order:

For receipt of the state service RVP uslugopoluchatel address in place of registration to territorial authorities of police (further – the service provider) either through the State corporation or through the portal with the statement questionnaire for issue to the foreigner or the person without citizenship of permission to temporary residence in the Republic of Kazakhstan in form, according to appendix 1 to these rules about issue of RVP to immigrants with application of documents depending on the purpose of stay provided by the List of the main requirements to rendering the state service "Issue to Foreigners and Stateless Persons of Permission to Temporary Residence in the Republic of Kazakhstan" (further – the List of the main requirements to rendering the state service) according to appendix 1-1 to these rules.
When rendering the state service personal presence of uslugopoluchatel, or the confided person under the notarized power of attorney, or by order of or powers of attorney of the legal entity on implementation of the actions provided by powers is necessary.
