About approval of Rules of development and approval of schemes of development of heat supply
According to the subitem 1) of Item 1 of article 8 of the Law of the Republic of Kazakhstan "About heat-and-power engineeering", I ORDER:
1. Approve the enclosed Rules of development and approval of schemes of development of heat supply.
2. To provide to development department of power industry of the Department of Energy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) placement of this order on Internet resource of the Department of Energy of the Republic of Kazakhstan after its official publication;
3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.
3. To impose control of execution of this order on the supervising vice-Minister of Energy of the Republic of Kazakhstan.
4. This order becomes effective since January 1, 2027 and is subject to official publication.

1. These rules of development and approval of schemes of development of heat supply (further – Rules) are developed according to the subitem 1) of Item 1 of article 8 of the Law of the Republic of Kazakhstan "About heat-and-power engineeering" (further – the Law) and determine procedure for development and approval of schemes of development of heat supply.
2. In these rules the following basic concepts are used:
1) individual system of heat supply – the system of heat supply providing the single consumer with heat energy from autonomous source of heat energy without connection to thermal networks of centralized and local systems of heat supply for needs of heating of the individual apartment house;
2) local system of heat supply – the system of heat supply which is belonging to one physical person or legal entity or being part of common property of object of condominium and functioning for one or several consumers of heat energy from one or several sources of heat energy on the thermal networks which are not networks of centralized system of heat supply;
3) density of thermal loading – the relation of thermal load of consumers of heat energy to the area of the territory on which objects of consumption of heat energy of the specified consumers, (megawatt hour / год*квадратный kilometer) and (or) to length existing or possible heating main are located (megawatt hour / год*километр);
4) target indicators of heat-and-power engineeering – value of the key indicators of heat-and-power engineeering planned to achievement in long-term (strategic) term;
5) key indicators of heat-and-power engineeering – the main indicators (indicators) of assessment of condition of heat-and-power engineeering;
6) available capacity of source of heat energy – installed capacity of source of heat energy less technical capacity limitations;
7) the scheme of development of heat supply (further – the scheme) – the document describing and proving the complex of actions for development of heat-and-power engineeering of the corresponding administrative and territorial unit for the purpose of ensuring perspective need for provision of service in ensuring heat energy taking into account features of the corresponding territory developed and approved according to the Law and these rules;
8) electronic model of the scheme of development of heat supply – the scheme of development of heat supply in electronic form;
9) additional optimality criterions – the criteria used in addition to the main criterion for the choice of the recommended scenario (amount of emissions of greenhouse gases, prospects of technologies, level of operating costs and other additional criteria);
10) the main optimality criterion – integral economic criterion for evaluation of scenarios (minimum of the given total costs on heat supply);
11) centralized system of heat supply – system of heat supply from one or several sources of heat energy with transportation of the heat carrier to consumers on thermal networks with the total connected load of the consumers (using heat energy for domestic needs) exceeding twenty megawatts;
12) the scenario of development of system of centralized heat supply (further – the scenario) – the interconnected set of technical solutions of construction projects, reconstruction and upgrades of systems of heat supply of the settlement providing satisfaction of perspective, including long-term demand for heat energy and achievement of the established target indicators of heat-and-power engineeering in case of observance of quality requirements and reliability of heat supply;
13) zone of centralized system of heat supply – the territory which borders are established on the most remote points of connection of consumers to the thermal networks entering this centralized system of heat supply;
14) the reserve scenario – the scenario from the short list of scenarios which is subject to implementation in case of impossibility of implementation of the recommended scenario;
15) the short list of scenarios (further – the short list) – the list of scenarios with the best values of the main optimality criterion on centralized system of heat supply of the considered territory, subject to the profound analysis and comparison;
16) the list of technologies and (or) actions for the profound analysis – the list renewable and alternative energy sources, technologies, and also measures for decrease in emissions of carbon dioxide (CO2) when using carbon sources created by results of the preliminary analysis of their technical feasibility and potential of decrease in emissions possible for use in the considered territory;
17) the recommended scenario – the best on the basic and additional optimality criterions the scenario chosen on analysis results and comparisons of the short list of scenarios.
Other concepts and terms used in these rules are applied according to the legislation of the Republic of Kazakhstan on heat-and-power engineeering.
3. The scheme is developed for the purpose of satisfaction of perspective demand for heat energy, providing high-quality, reliable and cost-efficient heat supply in case of the minimum harmful effects on the environment, rational use of fuel and energy resources and achievement of the established target indicators of heat-and-power engineeering.
4. The scheme is developed by local executive bodies of the cities of republican value, the capital, areas and cities of regional value taking into account optimum combination of different systems of heat supply. In case of determination of the recommended scenario available technologies and resources, including renewable and alternative energy sources, and also shift in demand tendencies on heat energy, including decrease in consumption due to increase in energy efficiency are considered.
5. Functioning and development of heat-and-power engineeering of the cities of republican value, the capital, areas and cities of regional value are performed on the basis of long-term and medium-term schemes according to Item 14 of these rules.
6. The scheme is developed with respect for the following principles:
1) safety and reliability of heat supply of consumers according to requirements of technical regulations;
2) ensuring energy efficiency of heat supply and consumption of heat energy;
3) ensuring priority use of the combined development of electrical and heat energy (further – cogeneration), increase in efficiency of source of heat energy and optimization of capacity of source of heat energy, transition to low-carbon fuel, use of alternative and renewable sources of heat energy taking into account economic justification;
4) respect for balance of interests of subjects of heat supply and consumers;
5) minimization of average costs on heat supply counting on unit of heat energy for the consumer in the long term;
6) the scheme is developed for the term of 10 - 15 years, coordinated to the corresponding terms established by master plans of development of settlements.
7. According to item 4 of article 20 of the Law the scheme considers:
1) actual indicators of heat-and-power engineeering;
2) target indicators of heat-and-power engineeering;
3) planned targets of heat-and-power engineeering;
4) optimum combination of different systems of heat supply taking into account features of administrative and territorial unit;
5) satisfaction of the current and perspective demand for service in providing with heat energy;
6) the approved master plans of settlements, schemes of development and building of small settlements;
7) equal conditions to access and the pay level of services in providing all consumers with heat energy (non-discriminatory approach);
8) optimal solutions of development of heat-and-power engineeering taking into account requirements for quality assurance and reliability of heat supply, the minimum harmful effects on the environment, developments of energy-saving and resource-saving technologies, expansions of use of renewable energy resources, ensuring financing and other factors according to the Law and other regulatory legal acts of the Republic of Kazakhstan.
8. In case of development of the scheme the impact assessment and comparison of all options of development of subjects of heat-and-power engineeering is carried out, including, but without being limited:
1) thermoupgrade of buildings or construction of new sources of heat energy, reconstruction (upgrade) of existing;
2) organization of new zones of centralized system of heat supply or construction of local sources of heat energy, transition to individual heating;
3) transition to the closed, independent system of heat supply preserving open, dependent system of heat supply;
4) application of alternative sources of heat energy, use of traditional sources of heat supply;
5) application of renewable energy resources, use of traditional sources of heat supply with the best achievable indicators (after reconstruction or new construction).
9. In case of development of the scheme ensuring reliable and effective joint operation of different sources of heat energy, including renewable energy resources, accomplishment of thermoupgrade of buildings and implementation of energy efficient technologies and decisions taking into account economic feasibility, and achievement of target indicators of heat-and-power engineeering for this administrative and territorial unit and the relevant companies of production and transportation of heat energy is considered.
10. In case of accomplishment of the analysis of different options and technical solutions the priority choice are:
1) use of the heat energy received by cogeneration method from coppers utilizers, from passing heat of industrial enterprises, from recuperation, from the sources using fuel with the smallest emissions from renewable sources of heat energy;
2) transition to the closed, independent systems for providing reliable heat supply;
3) implementation of the automated thermal Item with weather regulation on all objects with hourly average consumption of heat energy (including expenses of heat energy, heating, ventilation, conditioning and hot water supply) more than 50 kilowatts;
4) increase in difference of temperatures of giving and obratka by fall of temperature of obratka;
5) implementation of the frequency regulating drive in pumping points of network water;
6) use of the preisolated pipes with isolation from polyurethane foam in case of reconstruction and new construction of thermal networks;
7) use of systems of centralized heating, taking into account density of thermal flow, economic justification and feasibility;
8) thermoupgrade of apartment apartment houses and buildings of state-financed organizations in comparison with expansion and (or) new construction of sources of heat energy.
11. The made analysis considers economic and ecological feasibility of the made decisions in case of the choice of the recommended scenario taking into account planning for the term of at least 25 (twenty five) years.
12. The draft of the scheme is developed according to the Law, these rules, documents of territorial planning approved according to the legislation on architectural, town-planning and construction activities of the Republic of Kazakhstan, and requirements of the legislation of the Republic of Kazakhstan in the field of heat-and-power engineeering and the state standard rates in the field of architectural, town-planning and construction activities.
13. The scheme provides:
1) description of results of implementation of the previous scheme (in the presence);
2) the purposes and tasks determined in the field of heat-and-power engineeering;
3) the description and the analysis of current status of heat-and-power engineeering in the corresponding administrative and territorial unit:
purpose, stages and approaches to the analysis;
general characteristics of the area and structure of heat supply;
heat consumption;
centralized systems of heat supply (general provisions, sources of generation of heat, transportation and delivery of heat energy);
local and individual systems of heat supply;
4) the analysis of actions for decrease in emissions of carbon dioxide (CO2) in case of production of heat in administrative and territorial unit heat-and-power engineeering:
general provisions;
the preliminary analysis for centralized systems of heat supply (the preliminary analysis of potential of renewable energy resources and alternative sources of heat energy for centralized heat supply, the preliminary analysis of actions for decrease in emissions of carbon dioxide (CO2) when using carbon power sources, summing up the preliminary analysis);
the profound analysis for centralized systems of heat supply (general provisions, the profound analysis of actions for decrease in carbon dioxide (CO2) with use of renewable energy resources and alternative sources of heat energy, the profound analysis of actions for decrease in emissions of carbon dioxide (CO2) when using carbon power sources, summing up and representation of assessment of perspective technologies and actions following the results of the analysis);
assessment of potential of decrease in emissions of carbon dioxide (CO2) for local and individual systems of heat supply;
5) development of scenarios:
general provisions;
options of forecast development of demand of centralized heat supply;
scenarios;
assessment of investments and operating costs for different scenarios;
6) comparison of scenarios and choice of the recommended scenario:
purpose and approaches to economic modeling of scenarios;
basic data and forecast indicators for modeling;
economic modeling of scenarios;
features of modeling of scenarios with cogeneration;
7) description of the recommended scenario of administrative and territorial unit and technical measures for its realization;
8) development of strategy of financing of the recommended scenario of administrative and territorial unit and technical measures for its realization.
14. In the presence of the approved master plan of the settlement, the complex scheme of town-planning planning of the territories, the corresponding administrative and territorial unit the medium-term scheme on effective period of the master plan of the settlement, the complex scheme of town-planning planning of the territories with allocation of the intermediate stages and updating at least once in 5 (five) years is developed.
In the absence of the master plan of the settlement, the complex scheme of town-planning planning of the territories, the corresponding administrative and territorial unit, or development of the new master plan of the settlement, the complex scheme of town-planning planning of the territories the long-term scheme on effective period of the new master plan of the settlement, the complex scheme of town-planning planning of the territories with allocation of the intermediate stages and updating at least once in 5 (five) years is developed.
In case of development of the scheme of the area, in the absence of the complex scheme of town-planning planning of the territories of areas the scheme is developed taking into account master plans of settlements and schemes of development and building of the small settlements which are in the territory of the respective area.
The procedure for development and approval of the scheme provided by these rules extends to the procedure of modification and amendments in the scheme.
15. Schemes are developed by local executive bodies of the cities of republican value, the capital, areas and cities of regional value.
According to the subitem 1) of Item 2 of article 8 of the Law local executive bodies of areas if necessary provide financing of development and implementation of schemes of development of heat supply of areas and cities of regional value of the respective area.
Local executive bodies of the cities of republican value, the capital, areas and cities of regional value in case of development of schemes of development of heat supply determine terms, the sizes, priority and sources of financing of actions for achievement of target indicators of heat-and-power engineeering taking into account local conditions according to Item 144 of these rules.
For development of the scheme the specialized organizations (scientific, project, research, advisory, expert) and other persons according to the legislation of the Republic of Kazakhstan on public procurements, and also subjects of heat-and-power engineeering, consolidation of legal entities, public organizations are also attracted.
