About introduction of amendments to some acts of the Government of the Russian Federation

1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation.

2. This resolution becomes effective from the date of its official publication, except for Item of 1 changes approved by this resolution regarding use of mobile application of the federal state information system "Single Portal of the State and Municipal Services (Functions)" which becomes effective since April 1, 2026.

3. Recognize Item of 2 changes approved by this resolution which voided since March 1, 2026.

Changes which are made to acts of the Government of the Russian Federation

1. In Item 14 of Rules of registration and removal of citizens of the Russian Federation from registration accounting in the place of stay and at the place of residence within the Russian Federation, approved by the order of the Government of the Russian Federation of July 17, 1995 No. 713 "About approval of Rules of registration and removal of citizens of the Russian Federation from registration accounting in the place of stay and at the place of residence within the Russian Federation and the list of persons responsible for acceptance and transfer to bodies of registration accounting of documents for registration and removal from registration accounting of citizens of the Russian Federation for the place of stay and at the place of residence within the Russian Federation" (The Russian Federation Code, 1995, No. 30, Art. 2939; 2014, No. 34, Art. 4667; 2015, No. 11, Art. 1601; 2016, No. 7, Art. 982; 2017, No. 23, Art. 3330; 2024, No. 13, Art. 1810; 2025, No. 44, Art. 6607):

"Registration of the minor citizen who did not reach 14-year age in the place of stay in hotel, sanatorium, camping which are classified according to the Regulations on classification of means of placement approved by the order of the Government of the Russian Federation of December 27, 2024 No. 1951 "About approval of the Regulations on classification of means of placement", rest house, boarding house on tourist center in the medical organization or in other similar organization is made on the arrival of such citizen by administration of the relevant organization based on the identity document, or data on state registration of the birth (details of the birth statement, including the name of body which makes state registration of the birth according to the Federal Law "About Acts of Civil Status", date of creation and number) or the data provided with use of multipurpose service of exchange of information containing in the specified document or the specified data on state registration of the birth (except for registration of such minor citizen in the place of stay in the medical organization) with submission of identity documents of the legal representatives or close relatives, or data on the specified documents who are together with it in case of their identification by means of single system of identification and authentication after identification and (or) authentication of specified persons with use of single biometric system, or the data containing in the specified documents submitted with use of multipurpose service of exchange of information or with use of mobile application of the federal state information system "Single Portal of the State and Municipal Services (Functions)" one of the documents certifying availability of citizenship of the Russian Federation at the minor citizen who did not reach 14-year age which list is determined by Items 173 and 174 of the Regulations on procedure for consideration of questions of the citizenship of the Russian Federation approved by the Presidential decree of the Russian Federation of November 22, 2023 No. 889 "Questions of citizenship of the Russian Federation", or the data containing in the specified documents submitted by the legal representative who is the citizen of the Russian Federation with use of multipurpose service of exchange of information, or the document issued by competent authority of the foreign state confirming the fact of registration of the birth (in case of the registration of the birth made by competent authorities of foreign states outside the territory of the Russian Federation).".

2. In Rules of provision of the hotel services in the Russian Federation approved by the order of the Government of the Russian Federation of November 18, 2020 No. 1853 "About approval of Rules of provision of hotel services in the Russian Federation" (The Russian Federation Code, 2020, No. 47, Art. 7552; 2021, No. 15, Art. 2581; 2024, No. 13, Art. 1810; 2025, No. 44, Art. 6607):

a) the thirteenth Item 18 to add the paragraph with the words "or on condition of provision by citizens of the Russian Federation of the data containing in identity documents of the citizen of the Russian Federation with use of multipurpose service of exchange of information";

b) in Item 18 (2):

the paragraph one after words of "single biometric system" to add with the words "or multipurpose service of exchange of information";

add with subitems "v" and "g" of the following content:

"c) provision of the data which are containing in identity documents of such minor citizens and (or) being together with them parents (adoptive parents, guardians), the accompanying person (persons) on condition of provision by such accompanying person (persons) of consent of legal representatives (one of them) with use of multipurpose service of exchange of information;

d) provision of the data containing in identity documents of such minor citizens, with use of multipurpose service of exchange of information and based on identity documents of the parents (adoptive parents, guardians) who are together with them.";

c) Item 18 (to add 3) after words of "single biometric system" with the words "or on condition of provision of the data containing in identity documents of such minor citizens with use of multipurpose service of exchange of information".
