About measures for implementation of the Law of the Republic of Belarus of May 8, 2025 No. 71-Z "About realtor activities"

Based on paragraphs of third, seventh, eighth, tenth or thirteenth, fifteenth Item 1 of Article 8, of Item paragraph two 1, of paragraph two of Item 2 of Article 15 and the paragraph of the sixth Item 1 of article 17 of the Law of the Republic of Belarus of May 8, 2025 "About realtor activities" the Ministry of Justice of the Republic of Belarus DECIDES: No. 71-Z

1. Determine that the realtor organizations or the territorial organizations for state registration of real estate, the rights to it and transactions with it (further in this Item – the territorial organization) when implementing realtor activities submit to the Ministry of Justice the following documents:

information on making by the head of the realtor organization, the realtor of the realtor organization, territorial organization of penal act, gross violation of the legislation on licensing, fire, other natural disaster, loss of confidential information, and also the taken measures for the prevention of negative effects – within five working days from the date of approach of event;

information on conducting checks by the controlling (supervising) bodies which within the competence control observance by the realtor organizations, the territorial organizations of the legislation, with indication of the name of the controlling (supervising) body, start date of check, with application of a copy of the act (reference) of check, other documents processed by the controlling (supervising) bodies for results of the specified check – within fifteen working days from the date of the end of check;

the staff list containing organizational structure, names of positions of employees (professions of workers), quantity of established posts, surnames, own names, middle names (if those are available) workers on each established post, and also numbers and dates of issue of the certificate on certification of the realtor, other information, stipulated by the legislation, – till January 20 annually;

copies of orders on acceptance (dismissal) of the head (his deputy) of the realtor organization, the realtor of the realtor organization, the territorial organization – within five working days from the date of modification and (or) amendments of the staff list;

the copy of the order with the list of places of rendering realtor services – in day of signing of the order or entering into the order of changes and (or) amendments.

2. Establish forms:

statements for state registration of Chamber of realtors according to appendix 1;

statements for state registration of the changes and (or) additions made to the charter of Chamber of realtors according to appendix 2.

3. Make changes to resolutions of the Ministry of Justice of the Republic of Belarus according to appendix 3.

4. Recognize invalid resolutions of the Ministry of Justice of the Republic of Belarus according to appendix 4.

5. Approve:

The instruction about procedure for carrying out certification of realtors (is attached);

The instruction about procedure for forming and maintaining the Register of realtors of the Republic of Belarus (is attached);

The regulations on the head and the deputy manager of the realtor organization (are applied);

The instruction about procedure for issue, accounting, replacement, suspension of action, use, storage of identification plastic cards (is attached);

The instruction about procedure for ledger maintenance of registration of agreements (is attached);

Rules of professional ethics of the realtor (are attached).

6. This resolution becomes effective in the following procedure:

Items 1, 3–5 – since May 16, 2026;

other provisions of this resolution – since April 16, 2026.
