About introduction of amendments to the Law "About the State Non-profit Organizations"

Article 1. State article 5 of the Law of October 23, 2001 to No. ZR-248 "About the state non-profit organizations" (further - the Law) in the following edition:
"Article 5. The property leased or provided to the state organization
1. The founder can give to the state organization any personal estate to free use or on the property right to the term defined by the agreement, and to provide real estate in lease according to the procedure established by the Government.
2. The founder has the right to take away the personal estate transferred to them the state organization on the right of free use and also according to the procedure established by the Government to terminate the lease agreement of real estate.
3. The state organization has no right to alienate, pledge, transfer to the free use leased by it or the provided property or the rights to it.
4. The state organization has the right to hand over the property leased by it or which is handed over to it on behalf of the state in the sublease if it is not forbidden by the decision of the founder or the charter of the state organization. The sublease of the property leased the state organization or leased to it according to the procedure, approved by the Government.
5. The integral improvements which arose in the course of use of the property leased or provided to the state organization are property of the founder.
6. Transfer or property leasing by the founder to lease of the state organization is not the basis for the termination or change of the rights of the founder or the third parties concerning this property.
7. Right to use by the state organization by the real estate provided by the founder in lease of the state organization or the personal estate which is subject to obligatory state registration arises from the moment of state registration of the right to it.".
