For the purpose of holding temporary national campaign for replacement of car driver licenses, simplification of ministerial procedures for citizens of the Kyrgyz Republic and ensuring availability of the state services, being guided by article 71 of the Constitution of the Kyrgyz Republic, I decide:

1. To the state center for registration of vehicles and driver's structure under Administration of the President of the Kyrgyz Republic to carry out:

- since January 15, 2026, before acceptance in accordance with the established procedure decisions on completion of national campaign by authorized state body, temporary national campaign for free replacement of the car driver licenses which are earlier issued without specifying of term of their action (further - national campaign), on car driver licenses of the established sample;

- broad information and explanatory work in mass media and Internet resources about the waged national campaign.

2. Determine that for holding national campaign submission of the document confirming passing of medical examination (the form 083), issued by authorized state body in the field of health care of the Kyrgyz Republic, is not required.

3. Determine that the actions provided by this Decree are implemented by the relevant state and other organizations within their competence and the approved financial plans without attraction of additional resources of the republican budget, at the same time:

- To the state center for registration of vehicles and driver's structure under Administration of the President of the Kyrgyz Republic to perform issue and registration of car driver licenses at the expense of own means;

- to public institution Kyzmat under Administration of the President of the Kyrgyz Republic to perform personification of car driver licenses within the national campaign at the expense of own means.

4. Recommend:

- to Uchkun open joint stock company to perform production of car driver licenses at the expense of own means;

- provide to Kyrgyz of Pochtasa open joint stock company delivery of car driver licenses at the expense of own means.
