About approval of the Method of calculation of total amount of cash incomes and the real located cash incomes of the population

Based on subitem 8.10 of Item 8 of the Regulations on National Statistical Committee of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of August 26, 2008 No. 445, National Statistical Committee of the Republic of Belarus DECIDES:

1. Approve the Method of calculation of total amount of cash incomes and the real located cash incomes of the population it (is applied) and to enact it since calculation of total amount of cash incomes and the real located cash incomes of the population for 2025.

2. Recognize invalid:

the resolution of National Statistical Committee of the Republic of Belarus of June 1, 2015 No. 29 "About approval of the Method of calculation of total amount of cash incomes and the real located cash incomes of the population";

the resolution of National Statistical Committee of the Republic of Belarus of December 28, 2017 No. 147 "About modification and amendments in the Method of calculation of total amount of cash incomes and the real located cash incomes of the population";

the resolution of National Statistical Committee of the Republic of Belarus of May 24, 2021 No. 16 "About change of the resolution of National Statistical Committee of the Republic of Belarus of June 1, 2015 No. 29".

3. This resolution becomes effective after its official publication.

Method of calculation of total amount of cash incomes and the real located cash incomes of the population

Chapter 1. General provisions

1. This Technique establishes procedure of payments of total amount of cash incomes and the real located cash incomes of the population, and also separate statistics of cash incomes of the population.

2. In this Technique the following main terms and their determinations are used:

cash incomes of the population – compensation of workers, the income from business and other activity, revenue-producing, transfers to the population, property incomes and other incomes;

consumer price index – one of inflation indicators characterizing change in time of cost of the fixed consumer set of the goods and services acquired by the population for non-productive consumption;

compensation of workers – the salary and other payments by the employer to workers according to the legislation, local legal acts and employment contracts (contracts);

profit, loss from sales of products, goods, works, services – the financial result from sales of products, goods, works, services determined as difference between sales proceeds and cost of sales, goods, works, services, the accrued taxes and charges from revenue;

the located cash incomes of the population – part of cash incomes which remains at the disposal of the population for use on consumption and saving after tax payment, charges and fees;

the real located cash incomes of the population – the relative statistics calculated by division of nominal growth rates of the located cash incomes of the population into consumer price index into goods and services for the corresponding time period;

the average number of workers accepted for calculation of the average salary – the number calculated proceeding from the number of workers of payroll except for of the workers who are on maternity leaves on child care before achievement of age by it three years (except persons who during stay in child care leave before achievement of age by it work three years on the basic (on other position of the employee (the worker's profession) to place of employment as the internal part-time employee on the terms of part-time (no more than a half of monthly regulation of working hours)); not been for work which absences are drawn up by leaves of disability or certificates of temporary disability; the workers who are on vacation non-paid (except being on leaves granted at the initiative of the employer), and some other temporarily absent workers;

transfers to the population – the payments to the population serving as amendment to personal income, which are not caused by any counter obligations: pensions, grants, benefits, compensations, other payments;

salary fund of workers – the following payments added to employees of the organizations irrespective of source of financing: the salary for the performed work and worked time; the stimulating and compensating payments; payment for unfinished time and other payments included in structure of salary fund.

3. Calculation of total amount of cash incomes and the real located cash incomes of the population is performed by National Statistical Committee:

monthly – the accruing result from the beginning of year in general across the Republic of Belarus;

quarterly – the accruing result from the beginning of year across the Republic of Belarus, on areas and Minsk;

annually – in year across the Republic of Belarus, on areas and Minsk.

4. Starting information base for calculation of total amount of cash incomes and the real located cash incomes of the population are:

4.1. the official statistical information obtained in forms of the state statistical observations according to the list of forms of the state statistical observations used when calculating total amount of cash incomes and the real located cash incomes of the population, according to appendix;

4.2. extrapolated primary statistical data of selective inspection of households on level of living and selective inspection of households for the purpose of studying of problems of employment of the population;

4.3. administrative data on separate income types and population expenses:

National Bank;

Ministries of Finance;

Ministries of Labour and Social Protection;

Social Security Fund of the population of the Ministry of Labour and Social Protection (further – Social Security Fund of the population);

Ministries of Taxes and Tax Collection;

Ministries of Health;

State committee on property;

State Customs Committee;

Belarusian republican union of consumer societies;

4.4. information on separate income types and population expenses:

open joint stock company "Belarusbank savings bank;

republican unitary enterprise "Belarusian Lotteries";

republican unitary enterprise for the organization of lotteries "National sports lotteries";

Belarusian republican unitary insurance enterprise Belgosstrakh;

Federations of trade unions of Belarus.

5. Calculation of total amount of cash incomes and the real located cash incomes of the population from the beginning of year and in year is performed two times.
