About the State program "Steady entrepreneurship" for 2026-2030

For the purpose of ensuring development of small and medium entrepreneurship in the Republic of Belarus and creating favorable conditions for its scaling the Council of Ministers of the Republic of Belarus DECIDES:

1. Approve the State program "Steady entrepreneurship" for 2026-2030 (further – the State program) it (is applied).

2. Confer the personal responsibility for timely and high-quality implementation of actions of the State program, target and effective use of the financial resources provided on their realization, timely submission of the corresponding reporting on chairmen of regional executive committees and the Minsk Gorispolkom, heads of the state bodies and other state organizations which are customers of the State program.

3. This resolution becomes effective since January 1, 2026.

The state program "Steady entrepreneurship" for 2026-2030

Chapter 1. General provisions

The state program is developed according to the priorities of social and economic development determined in the National sustainability strategy of the Republic of Belarus till 2040 and also priority "Strong regions – uniform development of regions with observance of individual approach to the territories taking into account their potential, requirements and originality" Programs of social and economic development of the Republic of Belarus for 2026-2030 and is directed to creating favorable conditions for implementation of business activity and dynamic development of small and medium entrepreneurship (further – MSP).

Implementation of the State program will promote goal achievement of sustainable development for the period till 2030, containing in the resolution of Assembly of the United Nations of September 25, 2015 No. 70/1 "Transformation of our world: the agenda in the field of sustainable development for the period till 2030": the purpose 8 "Assistance forward, all-embracing and to sustained economic growth, full and productive employment and decent work for all".

In case of development of the State program succession of the directions of development and support of MSP of the previous fifth anniversary provided by the State program "Small and medium entrepreneurship" for 2021-2025 approved by the resolution of Council of Ministers of the Republic of Belarus of January 29, 2021 No. 56 is provided (further – the State program – 2025).

Besides, within implementation of the State program – 2025 assistance was rendered to subjects of infrastructure of support of MSP by means of resource and information support of their activities. 4 million rubles are allocated for data of the purpose from local budgets for 2021-2024 6,.

For January 1, 2025 in the republic 103 subjects of infrastructure of support of MSP, including 85 centers of support of entrepreneurship and 18 incubators of small business performed activities. 38 subjects of infrastructure of support of MSP (35 centers and 3 incubators), or percent 36,9 from total quantity of subjects of infrastructure of support of MSP, are in small and medium residential locations and the rural zone.

For the period implementation of the State program – 2025:

services of subjects of infrastructure of support of MSP used 587,7 of one thousand people (the centers – 529,8 of one thousand people, incubators – 57,9 of one thousand people);

14 550 training courses and seminars are conducted (the centers – 12 282 rate and seminar, incubators – 2268 rates and seminars).

Result of implementation of the State program – 2025 is creation of information web resource "Card of Infrastructure of Support of Small and Medium Entrepreneurship". It is the interactive map which allows to obtain quickly on administrative and territorial units the complete information about the existing institutes of support of business, their services, qualification and competences.

In four years of implementation of the State program – 2025 the "Development Bank of the Republic of Belarus" open joint stock company (further – JSC Development Bank Republic of Belarus) to support of subjects of MSP directs 1, 3 billion rubles.

Essential support to subjects of MSP was given by commercial banks – participants of the State program – 2025: open joint stock company "Belarusbank savings bank (further – JSC ASB Belarusbank), Belinvestbank open joint stock company (further – JSC Belinvestbank), Belagroprombank open joint stock company (further – JSC Belagroprombank). In 2021-2024 they provide loan resources in amount 47, to 5 billion rubles.

Additional resource support is allocated from the project budget of the international technical assistance "Support of economic development at the local level in the Republic of Belarus", implemented by the Development program of the UN (further – PROON) in case of coordination of the Ministry of Economics (further – Ministry of Economics). In four years of implementation of the State program – 2025 specific weight of the gross value added made by subjects of MSP in total amount of gross value added increased by 1,9 of percent point (to percent 31,4), the share occupied in the sector grew on 1,1 of percent point. In the sector of MSP perform activities of 1,5 of one million people (1474,1 of one thousand people), or 35,8 of percent occupied in economy.

Following the results of 2024 the number of the MSP organizations reached historical maximum and made 128 865 legal entities (percent 115,7 to their quantity for the beginning of 2021). The greatest surplus is provided at the expense of again registered organizations in the following spheres: education (percent 122,9), creativity, sport, entertainments and rest (percent 117,8), services in temporary residence and food (percent 114,5), health care and social services (percent 106,8), administrative and support services (percent 104,7).

For 2021-2024 the specific weight of release of goods and services by subjects of MSP increased by 2,6 of percent point and made percent 26,7 in total amount of release of goods and services.

In nominal terms revenue increased in the sector twice (percent 195,7) and reached in 2024 309, 4 billion rubles.

In industries of real production sector rates of revenue in nominal terms made: in rural, forest and fish farms – 160,1 of percent, the industry – percent 196,4, construction – 185,9 of percent, transport activities, warehousing and express activities – 189,2 of percent, information and communication – percent 121,7.
