About measures for the organization and effective implementation of system of strategic planning and development on the basis of new approaches

In pursuance of the Presidential decree of the Republic of Uzbekistan of October 30, 2025 No. UP-201 "About Organizational Measures for Implementation of System of Strategic Planning and Development", and also for the purpose of the further effective organization of activities of the Agency of strategic development and reforms I decide:

I. Measures for adjustment of system of strategic planning and development

1. Approve Regulations on procedure for the organization of strategic planning, development, coordination and monitoring of implementation of documents of strategic planning according to appendix No. 1*.

2. Establish procedure according to which monitoring of performance indicators of documents of strategic planning is performed by means of the Digital platform of strategic planning and development (dashboard) (further - the Digital platform). At the same time:

(a) the state bodies and the organizations responsible for target indicators, on permanent basis enter actual data, results and supporting documents on achievement of each performance indicator;

(b) the rating of state bodies on the main performance indicators of documents of large-scale strategic planning at the national level which is considered by the Agency of management efficiency when forming National rating of activity of state bodies is made;

(c) the questions requiring assignment are proved by the ministries and departments by means of binding to data of the corresponding module of the Digital platform in drafts of the regulatory legal acts providing the programs (measures, "road maps", plans and others) connected with development of spheres, industries, regions;

(d) the project in which the question of assignment in drafts of the regulatory legal acts providing the programs connected with development of spheres, industries, regions on the Digital platform is not reasonable is not approved by the Ministry of Economics and finance.

II. Development and realization of the initiatives aimed at strategic development on the basis of new approaches

3. Determine that development of offers and initiatives of development of regions is performed by the Agency of strategic development and reforms in case of the President of the Republic of Uzbekistan (further - the Agency) in close interaction with "Headquarters of reforms", formed in executive bodies on places, with ensuring participation of the population, subjects of entrepreneurship and representatives of the public in the following directions:

(a) determination of specialization of each region in natural, economic and human resources;

(b) development of development strategies by spheres and industries on the basis of reliable and complete data for each region;

(c) reducing economic disparities, development of offers on creation of separate tax, financial and infrastructure opportunities for the areas and the cities which are in difficult category;

(d) development of interregional cooperation and cooperation, strengthening of commercial and infrastructure ties between the large cities and the adjacent territories;

(e) complete digitalization of management in regions, including implementation of geographic information systems (GIS), platforms of open data and instruments of interactive online observation.

4. Establish procedure according to which:

(a) diplomatic representations of the republic abroad monthly provide in the Agency the detailed information about the best practices and practice of the relevant states;

(b) The agency creates the database on the basis of the data represented by diplomatic representations, and also information and reports of the international organizations and financial institutions, the consulting companies, foreign research and expert organizations and specialists;

(c) on the basis of the Agency database together with the relevant project offices, analytical and research structures regularly introduces in Administration of the President of the Republic of Uzbekistan the information research opinion according to offers and initiatives.

III. Organizational measures

5. Proceeding from the additional tasks assigned to the Agency in the sphere of strategic planning to allocate since January 1, 2026 to the Agency in addition 10 established posts of managerial personnel due to optimization of established posts of structural divisions on strategic planning of the ministries and departments according to appendix No. 2 * to this resolution and to make necessary additional expenses within the funds allocated to the Agency for 2026.

6. Approve structure of the Agency of strategic development and reforms in case of the President of the Republic of Uzbekistan according to appendix No. 3*.

7. To the agency:

(a) with involvement of representatives of the Ministry of Economics and finance, the Ministries of Justice, analytical and research structures, institutes of civil society, other ministries and departments, and also domestic and foreign experts till December 1, 2026 on the basis of the best foreign practices to develop drafts of the concept and other documents of strategic planning determining the long-term national goals of the country. At the same time to take into account deep studying of long-term development strategies and development of new initiatives by holding polls among the population;

(b) jointly with Audit Chamber to introduce the draft of the resolution of the President of the Republic of Uzbekistan providing further enhancement of work on involvement of foreign consultants and experts by state bodies and organizations at the expense of own or budgetary funds in a month.

8. Place the Agency and project offices in its structure in the building of Administration of the President of the Republic of Uzbekistan to the address: the city of Tashkent, Ulitsa Islam Karimov, 43 on the basis of the right of free use.

9. Determine the main activities of structural divisions by strategic planning of the ministries and departments, and also information and analytical groups of Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent and other organizational matters of its adjustment according to procedures according to appendix No. 4*.

10. Determine that since 2026 practice of annual holding the Tashkent global forum of the development with participation of analytical centers and research establishments devoted to urgent problems and modern challenges in social and economic, technological, humanitarian, ecological and other spheres takes root.

11. Form organizing committee for preparation and holding the Tashkent global forum of development and to approve its structure according to appendix No. 5*.

12. Approve the Actions plan on adjustment of system of strategic planning and development according to appendix No. 6*.

IV. Organization, providing and control of execution of the resolution

13. To the agency together with the Ministry of Justice in two-month time to make offers on the changes and amendments in acts of the legislation following from this resolution.
