About organizational measures for implementation of system of strategic planning and development

For the purpose of forming in the republic of single and complex system of strategic planning and development, implementation of steady and effective mechanisms of development, realization, monitoring and efficiency evaluation of documents of strategic importance, and also ensuring the approved activities of the ministries, departments, local executive bodies of all levels, analytical centers and research establishments in this sphere I decide:

I. Purpose and tasks

1. Implement since November 1, 2025 the system of strategic planning and development including development, realization, monitoring and assessment of documents of strategic importance on the basis of chain "the purpose - action - result".

2. Determine the main objectives of system of strategic planning and development:

(a) forming of the steady and effective mechanism of development, realization, monitoring and efficiency evaluation of documents of strategic importance;

(b) ensuring single hierarchy and mutual compliance of documents of strategic planning and development;

(c) determination of order of interaction, powers, functional obligations and limits of responsibility of the ministries, departments and local executive bodies in the sphere of strategic planning and development;

(d) forming and realization of strategic priorities of state policy on the basis of in-depth scientific research, and also the objective analysis of tendencies and forecasts;

(e) implementation of monitoring system and efficiency evaluation of achievement of the strategic objectives based on specific, transparent and measurable indicators;

(g) implementation of new approaches for development of spheres, industries and regions, the organization of work on the basis of modern formats and innovative methods;

(h) creation of the integrated system of training of new generation of highly qualified personnel in the sphere of strategic analysis and planning.

II. Implementation of system of strategic planning and development

3. Establish hierarchy of documents of strategic planning in the following procedure:

(a) documents of strategic planning of the first degree are accepted in the form of the concepts determining the priority directions connected with forming and realization of state policy in social and economic, social and political development of the country, its regions and also conceptual approaches of management. At the same time the concept is basis for development of the certain strategy which are turning on general mechanisms of coordination of the concept, providing with resources and efficiency evaluations of their realization;

(b) documents of strategic planning of the second degree are accepted in the form of the strategy directed to goal achievement, tasks, target indicators of development of the country, region, industry or other sphere of life of the state and society in the medium and long term and also which are turning on specifically certain mechanisms and resources of their realization;

(c) documents of strategic planning of the third degree are accepted in the form of the programs ("road maps", actions plans) determining complex of the interconnected detailed measures, directed to goal achievement and strategy tasks.

4. Determine that:

(a) documents of strategic planning of the first degree are developed for the term of more than 7 years and, as a rule, affirm the laws of the Republic of Uzbekistan;

(b) documents of strategic planning of the second degree are developed for a period of 4 years up to 7 years and affirm acts of the President of the Republic of Uzbekistan. At the same time Strategy "Uzbekistan - 2030" and other similar large-scale documents of strategic planning on ratio are considered above documents of strategic planning on determined or to several spheres, industries or regions;

(c) documents of strategic planning of the third degree are developed for a period of 1 year up to 3 years and affirm as the following procedure:

(i) on strategy implementation "Uzbekistan - 2030" and other similar large-scale documents of strategic planning - acts of the President of the Republic of Uzbekistan;

(ii) on implementation of other documents of strategic planning of the second degree - resolutions of the Cabinet of Ministers.

5. Approve "Road map" on realization of the first-priority measures directed to implementation of system of strategic planning and development according to appendix No. 1*.

III. Coordination of system of strategic planning and development

6. Reorganize:

(a) Coordination council on the organization of activities of analytical and research structures in Coordination council on strategic planning and development in case of the President of the Republic of Uzbekistan (further - Coordination council);

(b) The agency of strategic reforms in case of the President of the Republic of Uzbekistan in the Agency of strategic development and reforms in case of the President of the Republic of Uzbekistan (further - the Agency);

(c) Fund of support of the Agency of strategic reforms for the President of the Republic of Uzbekistan in Fund of support of the Agency of strategic development and reforms for the President of the Republic of Uzbekistan (further - Fund).

7. Assign the following additional tasks to Coordination council:

(a) the analysis of urgent problems and challenges in social and economic, social and political, technological, humanitarian, ecological and other spheres, development of offers on their decision, and also forming of the ideas and initiatives of strategic development of the country;

(b) coordination of development and conducting examination of strategic initiatives from the point of view of ensuring compliance with Strategy "Uzbekistan - 2030", concepts, strategy and programs ("road maps", actions plans);

(c) ensuring complete interrelation and harmonization of concepts, strategy and programs ("road maps", actions plans) with the Strategy purposes "Uzbekistan - 2030", and also implementation of monitoring and efficiency evaluation of their realization;

(d) the organization of activities for long-term planning of development of the country by various spheres of life of society and the state.

8. Determine that:

(a) The coordination council is the interdepartmental collegiate organ responsible for coordination of activities of the ministries and departments, local executive bodies, and also the state analytical centers and research establishments in the sphere of strategic planning and development;

(b) at meetings of Coordination council feasibility of drafts of the regulatory legal acts developed on strategic questions of social and economic development of the country, and also deepening and liberalization of complex reforms in the respective spheres is considered;

(c) the decisions made at meetings of Coordination council are drawn up by the protocols which are subject to obligatory execution by all state bodies and organizations;
