3. To impose control of execution of this order on the chief of staff of the Agency of the Republic of Kazakhstan on atomic energy.

4. This order becomes effective after day of its first official publication.

Rules of establishment of cost of the state task of the Agency of the Republic of Kazakhstan on atomic energy

Chapter 1. General provisions

1. These rules of establishment of cost of the state task of the Agency of the Republic of Kazakhstan on atomic energy (further - Rules) are developed according to item 4 of Article 16 of the Budget code of the Republic of Kazakhstan and determine procedure for establishment of cost of the state task of the Agency of the Republic of Kazakhstan by atomic energy.

2. The list of the state tasks, administrators of the budget programs and legal entities, actionees of the state tasks, affirms according to Article 93 of the Budget code of the Republic of Kazakhstan.

3. In these rules the following basic concepts are used:

1) the state task - the order to subjects of the quasi-public sector with participation of the state in the authorized capital and to other legal entities determined by the Government of the Republic of Kazakhstan on rendering separate state services and accomplishment of other tasks.

2) the contractor of the state task - the legal entity with participation of the state in the authorized capital performing the state task of the Agency of the Republic of Kazakhstan on atomic energy at the expense of means of the republican budget.

Chapter 2. Procedure for cost determination of the state task of the Agency of the Republic of Kazakhstan on atomic energy in the field of nuclear, radiation and nuclear physical safety.

5. The cost of the state task of the Agency of the Republic of Kazakhstan on atomic energy, in the field of nuclear, radiation and nuclear physical safety is determined by the following expenses:

1) compensation to the workers (official pay rate, surcharges, allowances, payments, compensations, awards and other stimulating payments determined by conditions of the collective agreement and (or) acts of the employer) who are directly performing the state task, according to Articles 103-112 of the Labor code of the Republic of Kazakhstan, article 138 of the Law of the Republic of Kazakhstan "About state-owned property", the approved staff list of the contractor of the state task;

2) traveling expenses inside and out of country limits;

3) expenses on purchase of goods and materials (consumable materials, reserve tools and accessories, special clothes, special footwear, means of individual and collective protection, sanitary and household devices, auxiliary materials and inventory stocks, accessories, office supplies);

4) expenses on acquisition of fixed assets;

5) expenses on issue of milk and treatment-and-prophylactic food to the personnel involved in work with harmful (especially harmful) working conditions;

12) other expenses (expenses on compulsory insurance of the worker from accidents in case of execution of labor (office) obligations by it, compulsory insurance of civil responsibility of owners of objects whose activities are connected with danger of damnification to the third parties, compulsory ecological insurance, compulsory insurance of civil responsibility of owners of vehicles, compulsory insurance of civil responsibility of carrier to passengers, disinsection, disinfection, deratization, sanitary and epidemiologic servicing, expertize of industrial safety of dangerous technical devices, environmental monitoring, sanitary and hygienic researches for certification, services of pharmacological and bacteriological laboratories, provision of places in reserved zone on placement of the cable communication line, service of third parties, security services, maintenance of transport, transport services (lease of road transport), services in export of zoloshlakovy waste, banking services, carrying out metrological certification, checking, calibration of measuring instruments, certifications for safety issues and labor protections of workers, certifications of production facilities under the terms of work, periodic services and works, and also services and works of one-time nature directly necessary for implementation of the state task);
