According to the subitem 2) of Item 1 of article 178 of the Code of the Republic of Kazakhstan "About subsoil and subsurface use" and the subitem 41) of Item 15 of the Regulations on the Agency of the Republic of Kazakhstan on atomic energy approved by the Presidential decree of the Republic of Kazakhstan of April 28, 2025 No. 861, we ORDER:

1. Approve the enclosed Rules of financing of research, scientific and technical and (or) developmental works in the amount of one percent from the costs for production incured by the subsoil user during production of uranium following the results of previous year.

2. To provide to department of science and innovations of the Agency of the Republic of Kazakhstan on atomic energy in the procedure established by the legislation:

1) state registration of this joint order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this joint order on official Internet resource of the Agency of the Republic of Kazakhstan on atomic energy after its official publication.

3) within ten working days after state registration of this joint order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Agency of the Republic of Kazakhstan on atomic energy of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this joint order on the supervising vice-chairman of the Agency of the Republic of Kazakhstan on atomic energy.

4. This joint order becomes effective after sixty calendar days after day of its first official publication.

Chapter 1. General provisions

1. These rules of financing of research, scientific and technical and (or) developmental works in the amount of one percent from the costs for production incured by the subsoil user during production of uranium following the results of previous year (further - Rules) are developed according to the subitem 2) of Item 1 of article 178 of the Code of the Republic of Kazakhstan "About subsoil and subsurface use" (further - the Code) and the subitem 41) of Item 15 of the Regulations on the Agency of the Republic of Kazakhstan on atomic energy approved by the Presidential decree of the Republic of Kazakhstan of April 28, 2025 No. 861, and determine procedure for financing of research, scientific and technical and (or) developmental works in the amount of one percent from the costs for production incured by the subsoil user during production of uranium following the results of previous year.

2. In these rules the following concepts are used:

1) result of scientific and (or) scientific and technical activities - the new knowledge or decisions received by proper scientific methods and means during implementation of scientific and (or) scientific and technical activities and fixed on any information carrier, and also scientific developments and technologies, models, prototypes, samples of new products, materials and substances implemented in production;

2) subjects of scientific and (or) scientific and technical activities - the physical persons and legal entities performing scientific and (or) scientific and technical activities;

3) research work - the work connected with scientific search, carrying out researches, experiments for the purpose of expansion available and receipts of new knowledge, checks of scientific hypotheses, establishments of patterns of development of the nature and society, scientific generalization, scientific reasons for projects;

4) scientific research - the applied, basic, strategic scientific research performed by subjects of scientific and (or) scientific and technical activities within research, developmental and technological works as proper scientific methods and means for the purpose of achievement of results of scientific and (or) scientific and technical activities;

7) authorized body in the field of science - the state body performing cross-industry coordination and management in the field of science and scientific and technical activities;

8) developmental works - complex of the works performed during creation or upgrade of products, development of design and technological documentation on prototypes, production and testing of prototypes and useful models.
