For the purpose of steady growth in prosperity of the population, strengthening of interest of investors in development of the international cooperation, entry into global chains of value added by attraction of world leaders of the sphere of retail trade and expansion of scales of the international brands, implementation of international standards, requirements of ecology and certification in national production, and also creation of the greatest conditions and transparent mechanisms for increase in flow of tourists:

1. Approve since January 1, 2023 the lowered rates of import customs duty when importing (import) to the Republic of Uzbekistan of some types of goods of the international brands on the basis of the direct agreement signed with owners of brands or their authorized suppliers (official distributors, dealers, sales representatives of producers and their distributors, licensees) according to appendix.

2. Establish procedure according to which:

the lowered rates of import customs duty approved by this resolution are applied based on the Register of importers of some types of goods of the international brands on the basis of the direct agreement signed with owners of brands or their authorized suppliers (official distributors, dealers, sales representatives of producers and their distributors, licensees) (further - the Register) which conducts the Ministry of investments and foreign trade;

based on the conclusion of Council for tariff and non-tariff regulation (further - Council) the Register joins the importers of some types of goods of the international brands who signed direct agreements with owners of brands or their authorized suppliers (official distributors, dealers, sales representatives of producers and their distributors, licensees);

confirmation of conformity of the goods provided in appendix to this resolution, requirements of regulating documents in the field of technical regulation is performed by the notification by producers or importers.

3. To the ministry of investments and foreign trade to submit in the Cabinet of Ministers for approval Regulations on procedure for forming and maintaining the Register on the basis of transparent mechanisms in a month. At the same time to provide start of the Register since December 1, 2022, and also requirements for entry into it imposed to importers of goods of the international brands on the basis of the direct agreement signed with owners of brands or their authorized suppliers (official distributors, dealers, sales representatives of producers and their distributors, licensees).

4. Since January 1, 2023 to implement according to the procedure of experiment at the international airports "Tashkent", "Samarkand", "Bukhara", "Fergana" and "Urgench" system of return of the amount of the paid value added tax ("tax free") upon purchase by citizens of the foreign states of goods from the subjects of entrepreneurship who are engaged in retail trade in the territory of Uzbekistan.

To the State Tax Committee together with the interested ministries and departments:

in a month to introduce the draft of the resolution on implementation of the "tax free" system. At the same time to provide use since January 1, 2023 of the "tax free" system to products sold to citizens of the foreign states through objects of retail trade in all regions of the republic by means of special mobile application of tax authorities;

till October 1, 2023 to study system effectiveness of "tax free" and by results of studying to make in the Cabinet of Ministers offers on step-by-step implementation since January 1, 2024 of this system at all international airports, stations and check points on customs area.

5. For the purpose of development of the international cooperation between owners of the international brands and domestic manufacturers, and also ensuring entry of domestic enterprises into global chain of value added:

To the ministry of investments and foreign trade (N. Holmurodov) together with Uztekstilprom Association (I. Haydarov), Uzcharmsanoat Association (F. Boboyev) and Uzbekzargarsanoati Association (D. Samatov) in two-month time to submit in the Cabinet of Ministers for approval of the program of placement on domestic enterprises of orders of owners of the international brands on the basis of cooperation;

(D. Sattarov) till the end of 2022 to provide to Uztekstilprom association (I. Haydarov) together with the Uzbek technical regulation agency development more than 30 types of testing according to international standards by upgrade available in the Andijan, Bukhara, Namangan, Samarkand regions and the city of Tashkent of 5 laboratories on testing of products of light industry;

To the Uzbek technical regulation agency (D. Sattarov) to establish strict control of products compliance to requirements of regulating documents in the field of technical regulation;

(D. Vakhobov) to provide to the Tashkent institute of textile and light industry creation of the experimental laboratory which underwent the international accreditation based on laboratory of the Uzbek-Korean educational and practical textile technopark.

6. To the ministry of investments and foreign trade together with the interested ministries and departments to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this resolution in a month.

7. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan Zh. A. Hodzhayev.
