According to the subitem 7) article 9 of the Law of the Republic of Kazakhstan "About informatization", and also the subitem 79) Item 15 of the Regulations on the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of February 18, 2017 No. 81 "Some questions of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan", PRIKAZYVAYU:

1. Approve the enclosed Rules of work, maintenance and access to information systems and databases.

2. Recognize invalid some orders according to appendix to this order.

3. To department to ensure safety of the Ministry of Labour and Social Protection of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

4. To impose control of execution of this order on the supervising vice-Minister of Labour and Social Protection of the population of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of work, maintenance and access to information systems and databases

Chapter 1. General provisions

1. These rules of work, maintenance and access to information systems and databases (further – Rules) are developed according to the subitem 7) of article 9 of the Law of the Republic of Kazakhstan "About informatization" (further – the Law), the subitem 79) of Item 15 of the Regulations on the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan (further - the Ministry) approved by the order of the Government of the Republic of Kazakhstan of February 18, 2017 No. 81 "Some questions of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan" and determine operating procedure, maintenances and access to information systems and databases (further – IS).

2. Action of these rules extends to the users who are working, accompanying and having access to IS.

3. In Rules the following basic concepts are used:

1) the IS administrator – person performing system maintenance of software and hardware and support of IS;

2) information – the information about persons, objects, facts, events, the phenomena and processes fixed in any form, constituted or received by owners of information and which is available at their order;

3) information access – the right of everyone guaranteed by the state, enshrined in the Constitution and the laws of the Republic of Kazakhstan to freely receive and distribute information by any method which is not forbidden by the law;

4) objects of informatization – electronic information resources, the software, Internet resource and information and communication infrastructure;

5) the owner of objects of informatization – subject to which the owner of objects of informatization granted rights of possession and uses of objects of informatization in the limits determined by the law or the agreement and procedure;

6) maintenance of object of informatization – the ensuring use put into commercial operation of object of informatization according to its appointment, including actions for carrying out adjustment, modification and elimination of defects of the software without carrying out upgrade and implementation of additional functional requirements and on condition of preserving its integrity;

7) information security in the sphere of informatization (further – information security) – condition of security of electronic information resources, information systems and information and communication infrastructure from external and internal threats;

8) information system – the organizational ordered set of the information and communication technologies, service personnel and technical documentation realizing certain technological actions by means of information exchange and intended for the solution of specific functional objectives;

9) the information security administrator (further – the IB administrator) – the person exercising control over fulfillment of requirements on protection of electronic information resources, providing access to IS;

10) the database – data set, organized according to the conceptual structure describing characteristics of these data, and also interrelations between their objects;

11) SKUD – control and management system for access to information systems;

12) the request of access – the request for registration (creation of accounting record) of the user and provision to it (or its change) access rights to information systems;

13) the specifications and technical documentation – set of the documents determining general tasks, the principles and requirements to creation and use (operation) of objects of informatization, and also control of their compliance to the established requirements in the sphere of informatization;

14) the applicant – the legal entity performing activities in the sphere of rendering the state services according to the legislation of the Republic of Kazakhstan;

15) the user – the subject of informatization using objects of informatization for accomplishment of specific function and (or) task;

16) technical documentation – documentation set on object of informatization based on which creation and development of object of informatization, and also its trial and commercial operation is performed;

17) owner of electronic information systems – Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan;
