About measures for implementation of system of complex rendering entrepreneurship to subjects state, professional, consulting, financial, engineering, marketing, media, IT and operational services

For the purpose of creation of additional opportunities for bystry and easy start and business by complex rendering from one point to subjects of entrepreneurship state, professional, consulting, financial, engineering, marketing, media, IT and operational services with attraction of private sector (further - the state and private services) I decide:

I. Purposes

1. Determine main objectives of adoption of this resolution:

(a) implementation of system of full maintenance of activities of entrepreneurs by establishing rendering more than one thousand state and private services on the basis of the principle "single window";

(b) creation of qualitatively new platform for scoring, discussions and decisions on site questions and problems of entrepreneurs.

II. Project implementation "Business hamrokh"

2. Implement since March 1, 2026 the Business Hamrokh project on rendering to subjects of entrepreneurship of the state services in business activity and private services according to appendix No. 1 * to this resolution on the basis of the principle "single window".

3. Determine that within the Business Hamrokh project:

(a) activities of the centers "Business Hamrokh" managed by the limited liability company created under Chamber of Commerce and Industry will be organized, these centers perform the main objectives determined in appendix No. 2 * to this resolution;

(b) at initial stage in the cities of Tashkent and Nukus, and also the regional centers about one center "Business Hamrokh" is created;

(c) rendering the state and private services to subjects of entrepreneurship will be organized in buildings of the centers of the state services or the new built (reconstructed) buildings having necessary functionality.

4. Establish procedure according to which within the Business Hamrokh project for the organization of rendering private services:

(a) places for rendering services are leased to subjects of entrepreneurship for a period of up to 1 year with specific specifying of the corresponding type of service and separation into small lots;

(b) transfer to the sublease of places for rendering services in the building allocated to them in the consent of the asset holder according to the procedure established by acts of the legislation is allowed to the centers "Business Hamrokh".

5. Implement since March 1, 2026 the following procedure for the organization of dialogue of heads of republican executive bodies (further - heads) with entrepreneurs:

(a) heads on the basis of quarterly approved scheduled plans in regions hold meetings with entrepreneurs in the centers "Business Hamrokh";

(b) scheduled plans are quarterly published in open access on the electronic platform "Business Hamrokh" (further - platform) and official websites of the relevant organizations;

(c) heads of the organizations to which by means of platform in the Dialogue with Heads module within one quarter at least 10 entrepreneurs sent the appeal from one territory the next quarter include meeting with entrepreneurs of this territory in the schedule (except as specified the positive solution of such addresses before approval of the following scheduled plan);

(d) the addresses pushed during the meetings and which arrived from "Sall-center" of the Business Hamrokh center by means of platform are entered into information portal "Virtual office of the entrepreneur". At the same time:

(i) appeals are sent to authorized bodies for consideration and the decision;

(ii) The representative for protection of the rights and legitimate interests of subjects of entrepreneurship exercises control of consideration of addresses and rendering the state services in accordance with the established procedure;

(iii) suggestions for improvement of the legislation or law-enforcement practice according to the solution of system questions on the basis of the analysis of the arrived addresses are quarterly made;

(e) on the basis of such indicators as the number of meetings, the brought-up issues resolved the addresses activities of heads are estimated, and quarterly on platform their rating is published.

III. Establishing activities of the centers "Business Hamrokh"

6. Place directly the centers "Business Hamrokh" in buildings of the centers of the state services having necessary functionality. At the same time they accommodate:

(a) in the first year - on the basis of the right of free use (except for utility payments);

(b) in the second and the next years - on the basis of the lease right on minimum rate of the rent established for object of state-owned property.

7. To Chamber of Commerce and Industry:

(a) to organize according to the available demand the centers "Business Hamrokh" also in other areas (cities);

(b) together with the Ministry of digital technologies in three-months time to start:

(i) electronic platform "Business Hamrokh";

(ii) "Call-center" for acceptance, consultation and the solution of addresses on the questions and problems which arose when using of services;

(c) in two-month time to introduce in the Cabinet of Ministers for approval the program of construction new (reconstruction available) buildings for the centers "Business Hamrokh".

8. To the Ministry of Justice together with Chamber of Commerce and Industry till March 1, 2026 to organize in the centers "Business Hamrokh" rendering the state services to subjects of entrepreneurship on the basis of the principle "single window".

9. Determine that:

(a) The Chamber of Commerce and Industry and the Ministry of Justice are responsible for methodical and legal support of activities of the centers "Business Hamrokh";

(b) the centers "Business Hamrokh" render services on commercial basis and independently determine the size of service fee.

IV. Organization, providing and control of execution of the resolution

10. Approve "Road map" on project implementation "Business hamrokh" according to appendix No. 3*.

11. Resolve the organization of activities of the centers "Business Hamrokh", including construction (reconstruction) and equipment of necessary buildings for them at the expense of the means provided in Item 7 of the Presidential decree of the Republic of Uzbekistan of May 1, 2024 No. UP-71 "About Measures for Removal on New Stage of Development of the Textile and Sewing and Knitted Industry".

12. To Chamber of Commerce and Industry together with the Ministry of Justice in two-month time to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this resolution.

13. Assign to the chairman of Chamber of Commerce and Industry D. A. Vakhabov and the Minister of Justice A. D. Tashkulov the personal responsibility for the effective organization of execution of this resolution.
