For the purpose of further increase in investment appeal and competitiveness of the textile and sewing and knitted industry of the republic, expansion of the export potential of industry, and also creation of conditions for broader promotion of domestic textile production on the foreign markets:
1. Determine the main directions of removal of the textile and sewing and knitted industry on qualitatively new stage:
step-by-step bringing level of conversion of yarn to 100 percent until the end of 2027 by creation of infrastructure and financial conditions for increase in production volume and dyeing of fabrics and knitted cloth;
providing at the first stage complete infrastructure of the small industrial zones specialized on textiles, located in the Andijan and Namangan regions and the industrial technopark located in the Tashkent region (further - textile industrial zones), including completion until the end of 2024 of works on construction of water treatment constructions, and also creation in these zones of opportunity for construction of the buildings and constructions necessary for production and dyeing of fabrics, knitted cloth and finished goods, on the basis of requirements and projects of entrepreneurs and their provision in ready condition on payment terms by installments or on the basis of lease;
the address organization of works on transformation of the republic into "textile hub" and creation at least 10 domestic brands recognized at the international level and also acceptance of effective and address measures for rendering assistance to the companies in realization of own products in the internal and external markets.
2. Determine that for the purpose of creation of favorable financial conditions for deepening of conversion of textile products the following mechanisms of support take root:
