1. Approve Rules of development and approval of standard regulations of work according to appendix.
2. Declare invalid the order of the Government of the Kyrgyz Republic "About Rules of development and approval of standard regulations of work" of July 10, 2012 No. 479.
3. This resolution becomes effective after seven working days from the date of official publication.

1. These rules of development and approval of standard regulations of work (further - Rules) determine procedure for development and approval standard (cross-industry, industry (departmental, professional) and local) work regulations for uniform works.
These rules are intended for rendering to the methodical employee assistance the companies and organizations.
2. Regulation of work is directly connected with compensation of the worker. So, for accomplishment of regulation of work of certain complexity (qualification) the tariff charge, and for execution of labor (official) obligations of certain complexity for calendar month - the salary or official pay rate which is the fixed amount of compensation of the worker which structure does not join the compensatory, stimulating and social payments is in unit of time established.

According to Articles 15, 16 Labor codes of the Kyrgyz Republic accomplishment of regulations of work is the worker's obligation, and provision to it the work caused by the employment contract - obligation of the employer. Besides, according to Article 111 of the Labor code of the Kyrgyz Republic the employer shall provide normal conditions for accomplishment by workers of performance standards.
4. Regulation of work is based on standard rates on work (standard rates of time, number and holding time), and also on standard regulations of work (regulation of time, development, servicing).
In these rules the following terms and determinations are used:

The main and auxiliary time in the amount constitute operational time.

Time required for training of the worker and means of production for accomplishment of the set work and its completion is called preparatory and final.
7. Time of breaks includes time of the breaks depending on the worker and connected with various malfunctions. Time of breaks depends on the worker:
1) for its rest and personal needs;
2) owing to violation of labor discipline by it (delay by the beginning of work (change) and after lunch break, premature going away from work before lunch break and at the end of change) and derivations of the contractor from the performed work.
The regulation of time (working hours) allowed for certain periods is estimated proceeding from the week duration of working hours, component of 40 and less hours established by the legislation in week, taking into account reducing working hours for 1 hour on the eve of non-working holidays.
According to regulations of time other regulations of work, for example, of performance standard, servicing regulations are calculated.
Object of regulation of work is transaction (part of process) made by one worker or their group on one workplace and over one object of the labor.
For setting standards of time on each element of the made transaction irrespective of form of labor organization (individual or brigade) analytical and settlement work is separately carried out.
8. The regulation of servicing is the established amount of works (number of workplaces, number of the served persons, square meters of the area, etc.) which the worker shall execute for unit of accounting time (change, hour, the working day, week, etc.) in specific specifications.
Regulations of servicing intend, in particular, for regulation of work of the workers occupied with equipment maintenance, cleaning of the areas, workplaces, etc. Besides, of regulation of servicing are developed for setting standards of time (development) when regulation of work of workers on the basis of time regulations is inexpedient.
The regulation of servicing is derivative of the established time regulation per unit of the served objects and of regulation of duration of working hours.
Along with the specified regulations other regulations of work approved by local regulations, for example, of regulation of manpower ceiling can be effective.
9. Regulations of number reflect the number of workers of the corresponding vocational structure which is necessary for accomplishment of specific amount of works of both production, and managerial nature.
