About the effective organization of the mechanism of insurance of agricultural risks

For the purpose of creation of opportunities for implementation by subjects of entrepreneurship in the field of agricultural industry of economically stable activities by implementation of new mechanisms of compensation of damages as a result of natural disasters in production process of agricultural products, and also ensuring execution of the Law of the Republic of Uzbekistan "About insurance of agricultural risks" (further - the Law) I decide:

I. Purposes

1. Determine main objectives of implementation of system of agricultural insurance:

(a) compensation of damage caused to plants and animals as a result of natural and technogenic disasters, the fires, harmful insects and diseases by implementation of effective system of insurance of agricultural risks;

(b) step-by-step increase by 20 percent till 2030 of production volumes of agricultural products and decrease in risks of producers of agricultural products;

(c) bringing scope of insurance of agricultural risks to 50 percent till 2030 by means of compensation of 50 percent of expenses on insurance (insurance premium) at the expense of budgetary funds.

II. Effective adjustment of system of agricultural insurance

2. Create Fund of agricultural insurance under the Ministry of Agriculture (further - Fund). Determine that Fund:

(a) performs the tasks and functions determined by the Law and also carries out task of the insurer without license;

(b) when implementing activities of insurance (reinsurance) complies with requirements and conditions of the license (except for obligations of payment of calendar fee).

3. Determine that:

(a) since 2026 when using of agricultural products of the public soft credits by producers for production advance risk insurance of loss (death) of the made products is step by step performed;

(b) debts on soft credits of clusters, farms and other agricultural enterprises are not compensated according to insurance contracts of agricultural risks.

4. To the Ministry of Agriculture:

(a) until the end of 2025 to develop and start the information system "Agricultural insurance" conforming to requirements and conditions of the license (further - the Information system) including processes of rendering services in execution of the agreement of agricultural insurance, to receipt of budget subsidy for insurance premium, consideration of the applications on insurance indemnity;

(b) to integrate the Information system with the Single automated information system with observance of the requirements and conditions of use determined by the authorized state body regulating insurance activity. At the same time payment for use of the Single automated information system is not levied;

(c) to integrate the Information system with information systems of other ministries and departments. At the same time data in information systems and resources of the ministries and departments are represented on permanent basis gratuitously according to the legislation;

(d) to attract skilled foreign consultants in Fund to enhancement of system of agricultural insurance in the country on the basis of the international experience, risk management and the effective organization of activities of independent experts.

5. For the purpose of the effective organization of activities of state body for coordination of implementation of insurance of agricultural risks to increase the total extreme number of managerial personnel of central office of the Ministry of Agriculture in addition by 7 established posts at the expense of the established posts reduced in the organizations of system of the Ministry of Agriculture by the Presidential decree of the Republic of Uzbekistan of October 4, 2025 No. UP-178 "About Measures for Optimization of Quantity of Managerial Established Posts of Republican Executive Bodies due to Widespread Introduction of Digitalization in Their Activities".

6. Approve structure of executive body of Fund of agricultural insurance - Directorates according to appendix No. 1*.

7. To the Ministry of Economics and finance:

(a) to create the authorized capital of Fund, prior to implementation of activities by it, in the amount of 35 billion sum;

(b) to allocate necessary funds from the Government budget for forming of the minimum sizes of the authorized capital of the insurers of the authorized capital of Fund determined by the legislation.

8. To the Ministry of Agriculture together with the Tashkent state agricultural university till February 1, 2026 with involvement of highly skilled foreign experts to prepare from each region at least on 5, till March 1, 2027 - in addition 600 independent experts having necessary qualification for determination of availability of insured event under the agreement of agricultural insurance and the extent of damage.

III. Organization, providing and control of execution of the Decree

9. To the Cabinet of Ministers in week time for the purpose of establishing activities of Fund to accept the resolution providing approval:

(a) regulations on the organization of activities of Fund, and also on regulation of activities of the independent experts studying insured event and possibility of its origin;

(b) the list of other information systems which are subject to integration with the Information system;

(c) types to subject insurance of agricultural products and risks;
