1. Approve enclosed:

requirements to functional properties of technical means of ensuring transport safety;

Rules of obligatory certification of technical means of ensuring transport safety.

2. Recognize to invalid:

the order of the Government of the Russian Federation of September 26, 2016 No. 969 "About approval of requirements to functional properties of technical means of ensuring transport safety and Rules of obligatory certification of technical means of ensuring transport safety" (The Russian Federation Code, 2016, No. 40, the Art. 5749);

Item of 21 changes which are made to acts of the Government of the Russian Federation, approved by the order of the Government of the Russian Federation of April 17, 2021 No. 613 "About introduction of amendments to some acts of the Government of the Russian Federation and recognition voided separate provision of the act of the Government of the Russian Federation" (The Russian Federation Code, 2021, No. 17, the Art. 2979);

the order of the Government of the Russian Federation of May 3, 2024 No. 565 "About modification of the order of the Government of the Russian Federation of September 26, 2016 No. 969" (The Russian Federation Code, 2024, No. 20, the Art. 2608);

the order of the Government of the Russian Federation of August 30, 2025 No. 1327 "About modification of the order of the Government of the Russian Federation of September 26, 2016 No. 969" (The Russian Federation Code, 2025, No. 35, the Art. 5241).

3. The certificates of conformity of technical means of ensuring transport safety issued till September 1, 2026 are effective concerning each unit of the technical tool of ensuring transport safety during all term of its service established in accordance with the legislation of the Russian Federation.

4. This resolution becomes effective since September 1, 2026 and is effective till September 1, 2032.

Requirements to functional properties of technical means of ensuring transport safety

I. General provisions

1. This document determines requirements to functional properties of the following technical means of ensuring transport safety, held for use on objects of transport infrastructure and vehicles for the purpose of ensuring transport safety:

a) systems and means of the alarm system;

b) systems and control facilities of access;

c) systems and means of examination;

d) systems and means of video surveillance, including system and means of intellectual video surveillance which treat:

systems and means of identification of physical persons (detection software, detection hardware and software, identification software, identification hardware and software, biometric terminals and biometric tourniquets);

systems and sensors of alarming situations (software of detection of alarming situations, hardware and software of detection of alarming situations);

e) systems and means of video;

e) systems and means of communication, acceptance and information transfer which treat:

subscriber means of radio communication, acceptance and information transfer;

wire and optical systems of transfer of subscriber access;

g) systems and means of the notification;

h) systems and means of data collection and processing;

i) systems and means of audio recording.

2. The concepts used hereunder mean the following:

"detection" - detection on any image of the image of human face;

"identification" (for systems of video surveillance) - process in case of which search in the registration database is performed and is represented the candidate list containing from zero to one or more identifier;

"the access control system" - united in complexes electronic, mechanical, electrotechnical and the hardware and software providing possibility of access for physical persons to certain zones or to technical means and limiting access for the physical persons who do not have access rights;

"specificity" - the operational characteristic of software or hardware-software means corresponding to share of truly positive operations of software or hardware-software means in total number of their operations;

"the scenario "movement in the prohibited direction" - the scenario of situation in the registered scene according to which the fact of movement of object (people, the vehicle or animal) in the prohibited direction of rather conditionally set borders is considered alarming;

"the scenario "atypical changes in scene" - the scenario of situation in the registered scene according to which decline in quality of video signal is considered alarming (blackout, flare or defocusing);

"the scenario "the left (disappeared) subject" - the scenario of situation in the registered scene according to which emergence in the registered scene (limited to conditional lines to zone) of object (except for the person and (or) the vehicle), the being more set period of time without owner and without movement, or disappearance of the subject which was earlier in the registered scene (limited to conditional lines to zone) is considered alarming;

"the scenario "sterile zone" - the scenario of situation in the registered scene according to which alarming the fact of emergence of object (people, the vehicle or animal) in sight of the camera, crossing it of conditionally set prohibited line or stay it in the prohibited zone is considered;

"sensitivity" - the operational characteristic of software or hardware-software means corresponding to share of truly positive operations of software or hardware-software means in total number of events which was required to be found;

"the scenario "accumulation of people, crowd (education of crowd)" - the scenario in the registered scene in case of which exceeding of number of people in the registered scene (limited to conditional lines to zone) over the set permitted quantity is considered alarming.

3. Hereunder the requirements to functional properties of technical means of ensuring transport safety applied proceeding from the main functions of such technical means for which accomplishment they are intended in the set conditions contain.
