1. Approve the enclosed Rules of establishment of cost of the state task of transport.

2. And corporate management of the Ministry of transport of the Republic of Kazakhstan in the procedure established by the legislation to provide to finance department:

1) the direction of the electronic copy of this order in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of transport of the Republic of Kazakhstan after its official publication.

3. To impose control of execution of this order on the chief of staff of the Ministry of transport of the Republic of Kazakhstan.

4. This order becomes effective after day of its first official publication.

Rules of establishment of cost of the state task of transport

Chapter 1. General provisions

1. These rules of establishment of cost of the state task in the field of transport (further - Rules) are developed according to item 4 of Article 16 of the Budget code of the Republic of Kazakhstan and determine procedure for establishment of cost of the state task in the field of transport.

2. In these rules the following basic concepts are used:

1) direct expenses - the expenses which are directly connected with accomplishment of the state task;

2) indirect (administrative) expenses - the expenses which are not relating directly to cost of accomplishment of the state task.

Others the concept and terms used in these rules are applied according to the legislation of the Republic of Kazakhstan.

Chapter 2. Procedure for establishment of cost of the state task in the field of transport

3. In case of establishment of cost of the state task the straight lines and indirect (administrative) expenses of the contractor supported by the proving documents (the staff list of the contractor, calculations, copies of agreements, at least 3 (three) price offers) are considered.

4. The cost of the state task cannot join costs on forming of reserves for possible losses, covering of other debts and losses of last periods, expenses on information promotion (advertizing), the sponsor's help, penalties, penalty fee and penalties, and also expenses on bonus payments, holding master classes and entertainment expenses.

5. Treat direct expenses:

1) compensation of the personnel of the organizations which are directly performing the state task;

2) tax and other obligatory payments in the budget, and also social assignments in relation to the personnel which are directly performing the state task;

3) traveling expenses of the personnel which are directly performing the state task;

4) involvement of experts;

5) communication services;

6) rent of rooms;

7) the access and subscription to information databases which are directly used for accomplishment of the state task;

8) utilities;

9) the translation services which are directly used for accomplishment of the state task;

10) acquisition of the fixed assets and intangible assets connected with accomplishment of the state task;

11) acquisition of the inventory stocks (including, fuels and lubricants) connected with accomplishment of the state task.

6. Treat indirect (administrative) expenses:

1) compensation administratively - managerial personnel;

2) taxes and other obligatory payments in the budget, except for connected with payments to the personnel which are directly performing the state task;

3) types of compulsory insurances;

4) other expenses (services in protection for sensitive sites, printing and typographical expenses, courier services and other).

7. It is excluded according to the Order of the deputy. The Minister of Transport of the Republic of Kazakhstan of 05.09.2025 No. 293.
