I.O'S ORDER. MINISTER OF TRANSPORT OF THE REPUBLIC OF KAZAKHSTAN

About modification and amendments in the order of the Minister of investments and development of the Republic of Kazakhstan of April 30, 2015 No. 544 "About approval of Rules of technical operation of rail transport"

I ORDER:

1. Bring in the order of the Minister of investments and development of the Republic of Kazakhstan of April 30, 2015 No. 544 "About approval of Rules of technical operation of rail transport" (it is registered in the Register of state registration of regulatory legal acts for No. 11897) the following changes and amendments:

in the Rules of technical operation of rail transport approved by the specified order:

In Item 2:

21) to state the subitem in the following edition:

"21) the high-speed passenger train - the passenger train handling speeds of movement from 141 kilometer per hour to 200 kilometers per hour;";

50) to state the subitem in the following edition:

"50) brake way - the distance overcome by train from the moment of impact on devices and devices for control of the brake system including operations of the crane of emergency brake application (emergency brake), to complete stop;";

58) to state the subitem in the following edition:

"58) emergency brake application - the braking used in the cases requiring immediate stop of the train by use of the maximum brake force;";

add with subitems 60, of 61, 62 and 63 following of content:

"60) the parking brake - the device with the manual or automatic drive located on unit of railway rolling stock and intended for its deduction on the parking from spontaneous leaving and also for forced emergency stop in the presence of the manual or automatic drive in unit of railway rolling stock;

61) Talgo cars - the cars constructed on technology of the Patentes Talgo S.L company.;

62) the mobile block site - part of interexchange stage in case of radio blocking applied to measurement of distance between in passing following trains on stage;

63) mobile diagnostic aids - the mobile devices intended for control of condition of railway track and its constructions which can be single or limited on functionality and carry out separate types of measurements and checks;

64) mobile diagnostic complexes - the mobile diagnostic device or system of devices intended for tool check of technical condition of way and its constructions, which is carrying out complex measurements, providing processing and data transmission, the increased accuracy and speed of inspection based on which control of traffic safety and planning of repair work is exercised.";

state Item 6 in the following edition:

"6. Railway vehicles and Union of Right Forces shall pass timely scheduled preventive types of repair, technical and field service.

It is not allowed to issue in operation of Union of Right Forces, equipped with the track measuring and defektoskopny equipment which did not undergo annual metrological checking, planned repairs of the equipment according to operational documentation of the producer: for the mobile diagnostic aids using contact method of scanning maintenance at least 1 time a year, average repair at least 1 time in 2 years, upgrade at least 1 time in 4-6 years.; for the mobile diagnostic complexes using laser method of scanning, maintenance at least 1 time a year, average repair at least 1 time in 5 years, capital repairs or upgrade at least 1 time in 10 years.";

state Item 7 in the following edition:

"7. Owners of railway rolling stock and workers of rail transport, it is direct servicing it, provide serviceable technical condition, technical and field service, repair and observance of fixed terms of service of railway rolling stock.

Operation of railway rolling stock with the expired service life, and also excluded (written off) on the axes, on the high-level railway system is not allowed.";

state Item 8 in the following edition:

"Technical condition of railway vehicles and Union of Right Forces shall be checked systematically in case of technical and field service by locomotive crews or crews of Union of Right Forces, integrated and specialized teams in maintenance Items, in cargo and passenger depots, at the plants and in the repair bases, traveling machine stations and depot for Union of Right Forces equipped with modern diagnostic means.";

state Item 9 in the following edition:

"The employees who are directly performing technical, field service and repair, the master and heads of the relevant plants, depot, repair shops, including depot for Union of Right Forces of the traveling machine stations, distances, workshops and Items of maintenance watch quality of the executed maintenance and repair and traffic safety of railway vehicles and Union of Right Forces.";

state Item 17 in the following edition:

"17. Train locomotives and motorvagonny trains when servicing by one driver are in addition equipped with the following means and safety controls:

1) system of automatic control of braking of the train either complex locomotive safety control or onboard security system of movement, and also control system of wakefulness of the driver;

2) rear-view mirrors or devices of video cameras;

3) automatic fire alarm and fire extinguishing system;

4) blocking of brake;

5) system of automaintaining.

The Motorvagonny railway vehicles are equipped with the alarm system of control of closing of doors and communication "the passenger - the driver".";

state Item 18 in the following edition:

"18. The shunting locomotives serviced by one driver are equipped:

1) devices of their remote uncoupling from cars;

2) second control panel;

3) mirrors of comprehensive observation on both sides or video cameras;

4) the devices providing automatic stop on case of sudden loss by the driver of capability to maintaining the locomotive;

Servicing by one driver of the locomotives occupied on export, transfer, dispatching, economic and other work types during the shunting work in cargo movement on the low-active sites which do not have long descents and rises, and also train locomotives in passenger traffic on locomotive draft, except for motorvagonny railway vehicles is allowed.

5) the special alarm lamps specifying the location of the driver.";

state Item 22 in the following edition:

"22. It is not allowed to issue locomotives, motorvagonny and railway vehicles in operation which have at least one of the following defects:

1) defect of the device for giving of sound signal;

2) defect of the pneumatic, electric air, parking brake or compressor;

3) defect or shutdown at least one traction electric motor (except as specified regular shutdown of operational traction electric motors for increase in energy efficiency of the locomotive in case of incomplete traction loading);

4) defect of the automatic locomotive alarm system or onboard safety controls, not operability of the sensor of turn of speed (STS);

5) defect of self-locking device or device of check of vigilance of the driver, system of automaintaining train;

6) defect of the velometer and its drive registering devices;

7) defect of devices of train and shunting radio communication, and on motorvagonny railway vehicles - defect of communication "the passenger - the driver";

8) defect of hydrodampers, rechargeable battery;
