About measures for completion of works on fixing with the state of the property rights of citizens to subjects of land amnesty

For the purpose of carrying out single state policy in the sphere of management of land resources and regulations of land relations, completion of works on fixing with the state of the property rights of citizens to subjects of land amnesty, being guided by Articles 70, 71 Constitutions of the Kyrgyz Republic", I decide:

1. Enter temporary legal regulation of the land legal relations following from the Law of the Kyrgyz Republic "On regulation of land legal relations" for a period of one year.

2. Suspend till March 1, 2026 work of the commissions on land amnesty of the city halls of the cities and local public administrations on carrying out land amnesty concerning the subjects of land amnesty provided by subitems "b", "v" and "g" of Item 3 of article 2 of the Law of the Kyrgyz Republic "On regulation of land legal relations".

3. Determine that:

1) subjects of land amnesty are the parcels of land which are part of group of sites with the chaotic building formed till December 1, 2021 with the individual apartment houses which are on them, including incomplete according to petitions from citizens which were submitted till July 1, 2025 inclusive according to the Regulations on procedure for carrying out land amnesty approved by the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About approval of the Regulations on procedure for carrying out land amnesty" of May 31, 2022 No. 291 (further - the Provision);

2) questions of legalization of the parcels of land which are part of group of sites with the chaotic building formed till December 1, 2021 on which there are no structures (which are empty and vacant), are considered based on the conclusion of the state commission formed by the separate decision of the President of the Kyrgyz Republic.

4. Determine that the parcels of land with self-willedally built or incomplete individual apartment houses built on them after December 1, 2021, and the groups of sites which are not part, specified in the subitem 1 of Item 3 of this Decree do not belong to subjects of land amnesty.

5. State commission together with the interested authorized state bodies to consider and resolve issue of withdrawal in state-owned property of the parcels of land specified in Item 2, the subitem 2 of Item 3 and item 4 of this Decree with the subsequent provision instead of the parcels of land of agricultural purpose or housing from fund of State-owned Mortgage Company open joint stock company on the terms of equity cooperation.

6. To plenipotentiaries of the President of the Kyrgyz Republic in areas, to the city halls of the cities of Bishkek and Osh in accordance with the established procedure till June 1, 2026 to provide completion by the commissions on land amnesty of works on consideration of the applications of the citizens who arrived in time, established by the Provision, except for statements concerning the parcels of land which are matter in issue in criminal, civil, administrative trial and also within enforcement proceeding.

7. To the Cabinet of Ministers of the Kyrgyz Republic in accordance with the established procedure:

- bring the decisions into accord with this Decree;

- take other measures following from this Decree.

8. To provide to the Prosecutor General's Office of the Kyrgyz Republic proper supervision of execution of the legislation in the sphere of regulation of the land legal relations in case of implementation of measures provided by this Decree.

9. Confer responsibility for execution in accordance with the established procedure of Items 1-6 of this Decree on the relevant authorized state bodies which field of activity the question of regulation of land legal relations, plenipotentiaries of the President of the Kyrgyz Republic in areas, heads of local public administrations, local government bodies, mayors of the cities includes.
