This Federal Law determines legal status of the All-Russian public organization "Russian Red Cross" (further - the Russian Red Cross), the purposes and tasks of activities of the Russian Red Cross, structure of the Russian Red Cross, organizational and property bases of activities of the Russian Red Cross.
1. The Russian Red Cross is the single national society of the Red Cross operating in the territory of the Russian Federation, part of the International movement of the Red Cross and Red Crescent, the member of the International federation of societies of the Red Cross and Red Crescent (further respectively - the International movement, the International federation).
2. The Russian Red Cross is the all-Russian public organization registered as the legal entity and performing the activities in all territory of the Russian Federation. Any citizen of the Russian Federation or the foreign citizen or the stateless person which are legally in the Russian Federation, participating in activities of the Russian Red Cross, except as specified, established by the Federal Laws can be the member of the Russian Red Cross.
3. The Russian Red Cross performs the activities according to the Constitution of the Russian Federation, this Federal Law, other Federal Laws and other regulatory legal acts of the Russian Federation, international treaties of the Russian Federation, including the Geneva convention on improvement of fate of wounded and patients in field armies, the Geneva convention on improvement of fate of wounded, patients and persons, castaway, from structure of armed forces on the sea, the Geneva convention on the treatment of prisoners of war, the Geneva convention on protection of the civilian population during war accepted in the city of Geneva on August 12, 1949 (further - the Geneva conventions), the Additional protocol to the Geneva conventions of August 12, 1949 concerning protection of the victims of the international armed conflicts (Protocol I), Additional protocol to the Geneva conventions against August 12, 1949 concerning the protection of the victims of armed conflicts of not international nature (Protocol II) accepted in the city of Geneva on June 8, 1977 (further - Additional protocols), and also the Charter of the All-Russian public organization "Russian Red Cross" (further - the Charter of the Russian Red Cross) and internal documents of the Russian Red Cross, the Charter of the International movement of the Red Cross and Red Crescent, the Charter of the International federation of societies of the Red Cross and Red Crescent and other documents accepted within activities of the International movement. Provisions of the legislation of the Russian Federation are applied to activities of the Russian Red Cross taking into account the provisions provided by this Federal Law.
4. The Russian Red Cross is legal successor of the Union of societies of the Red Cross and Red Crescent of the USSR and the successor of traditions of Society of the care about wounded and sick soldiers formed in 1867 and renamed in 1879 into the Russian society of the Red Cross.
5. The constituent document of the Russian Red Cross is the Charter of the Russian Red Cross approved by the Congress of the Russian Red Cross. According to the procedure, provided by the Charter of the Russian Red Cross, internal documents of the Russian Red Cross can be accepted.
6. The representation of interests of the state in case of realization of the tasks assigned to the Russian Red Cross on behalf of the Russian Federation is performed by the federal executive bodies authorized by the Government of the Russian Federation within the competence of the procedure established by the Government of the Russian Federation.
The Russian Red Cross, being part of the International movement, in the activities is guided by the fundamental principles of humanity, impartiality, neutrality, independence, voluntariness, unity, universality determined by the Charter of the International movement of the Red Cross and Red Crescent.
1. The purposes of activities of the Russian Red Cross are rendering charitable, humanitarian, medical, public, public and other assistance, improvement of quality and life expectancies of the population and distribution of knowledge necessary for this purpose.
2. For goal achievement of the activities the Russian Red Cross in interaction with the state and municipal authorities, legal entities and physical persons, and also the international and (or) foreign organizations carries out the following tasks:
1) assistance injured with emergency situations, fighting, armed conflicts, and also to the displaced persons, refugees, other citizens of foreign states, stateless persons which are in the Russian Federation;
2) assistance to persons who are in difficult life situation;
3) participation in rescuing of people and recovery of the objects providing activity of the population after emergency situations, and also other participation in overcoming consequences of emergency situations in the territory of the Russian Federation, and also in the territories of foreign states in interaction with the International Committee of the Red Cross (further - the International Committee), the International federation and national societies of the Red Cross and Red Crescent of foreign states, the Government of the Russian Federation according to the Charter of the Russian Red Cross, the fundamental principles of the International movement and rules established within the International movement;
4) the organization and implementation of care of persons needing it;
5) holding actions for prevention of infectious and noninfectious diseases, to promotion and forming of healthy lifestyle;
6) the organization of collection, storage, delivery and distribution, issue of the humanitarian assistance and the donations received from the International Committee, the International federation, legal entities, including from the international and (or) foreign organizations, and physical persons including from foreign citizens;
7) participation in actions for development of donorship of blood and its components, including in the actions directed to promotion of non-paid donorship of blood and (or) its components by realization and support of the social initiatives directed to promotion of non-paid donorship of blood and its components, donorship of marrow and haematopoietic stem cells;
8) rendering psychological assistance and psychological support to the population;
