1. Approve Rules on ensuring industrial safety in case of mining operation of the excavations intended for the equipment and functioning of underground departments of speleolecheniye in the operating mines on production stone and potash salts (are applied).
2. Declare invalid the resolution of the Ministry of Emergency Situations of the Republic of Belarus of November 13, 2012 No. 59 "About approval of Safety rules in case of mining operation of speleolechebnitsa for the operating salt mines of the Republic of Belarus".
3. This resolution becomes effective since December 1, 2025.

1. These rules establish requirements of industrial safety, obligatory for observance, for the organizations which productive activity is connected with designing, construction and mining operation of the underground excavations intended for the equipment and functioning of underground departments of speleolecheniye (further - POS) in the operating mines on production stone and potash salts.
In the aspects connected with designing, construction and mining operation of underground excavations for the equipment of POS in the operating mines on production stone and potash salts and not settled by these rules, the organizations specified in part one of this Item shall be guided by requirements of Rules for ensuring industrial safety in case of development by underground method of fields stone and the potash salts approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of December 14, 2023 No. 67 (further - Rules on development of fields stone and potash salts).
2. In these rules terms and their determinations in the values established in Rules on development of fields stone and potash salts and also the following terms and their determinations are applied:
mining operation of POS - the complex of actions aimed at providing safe functioning of the underground excavations intended for the equipment of POS including maintenance of their stability, operability of technical devices, systems of automation, communication, life support and antiemergency protection, and also the organization of evacuation of people in case of accidents and (or) incidents;
patients of POS - persons undergoing medical procedures or improving actions in POS located in the operating mines on production stone and potash salts;
POS - specially equipped space in underground excavations of the operating mines on production stone and potash salts with the isolated system of airgiving and safe microclimate, intended for delivery of health care and holding improving actions, including speleoterapiya;
employees of POS are health workers (the manager of POS, specialists doctors, the senior nurse (brother), nurses (brothers) and other health workers), and also pedagogical workers;
the self-rescuer - individual protection equipment of respiratory organs for evacuation from the dangerous atmosphere which is characterized by availability of chemical and biological factors which level exceeds the established standard rates;
the lamp of individual use - the head or manual portable autonomous light source intended for temporary lighting in underground excavations.
3. The operating organization:
organizes the special site (service) on mining operation of POS, including the yard foreman and heads of changes;
provides safe mining operation of POS in working and emergency operating modes of mines, including descent rise of patients and employees of POS, equipment with their means of self-rescuing, airing of excavations of POS, power supply, the alarm system and communication, control of safe condition of excavations;
develops and approves the provision establishing actions which are mandatory employees of POS before their admission to independent work, and also patients of POS before the first descent in POS. Acquaintance of patients of POS with operations procedure in case of accidents and (or) incidents shall be provided in this provision. Acquaintance is performed in form, available to perception, with use of the visual materials, schemes, adapted texts and other evident means suitable for children and persons with limited opportunities.
4. Each mine which part POS is shall have the project documentation which passed the examination of industrial safety on carrying out mining operations in case of construction and (or) operation of the underground constructions which are not connected with mining according to which construction, expansion, reconstruction and mining operation of POS, and also the necessary surveying and geological documentation conforming to requirements of the resolution of the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus of January 6, 2017 No. 3 "About geological and surveying documentation and procedure for its maintaining" is performed. The project documentation shall include actions for industrial safety.
5. In places of crossing of excavations with difference of levels of the soil of 0,5 of m and more, the workers and patients of POS used for movement, it is necessary to arrange stationary step ladders with width of at least 1,0 of m with height of steps to m 0,22. Ladders shall be equipped with the handrail on both sides including one intermediate element.
6. Entrances to invalid excavations need to be isolated trellised barriers and to designate the prohibition signs provided by requirements of technical regulatory legal acts.
7. In underground excavations in which POS is located placement of the equipment and the materials which are not provided by the project of the organization of POS is not allowed.
8. POS shall be allocated in separate line item in the liquidation plan of accidents of the mine (further - PLA).
9. In each POS there shall be available self-rescuers and lamps of individual use of group storage.
