By results of consideration of offers to the bill of Ukraine "About the Government budget of Ukraine for 2026" under Articles connected with ensuring national security and defense of Ukraine according to the paragraph the fifth Item of 1 part one of article 4 of the Law of Ukraine "About the National Security and Defense Council of Ukraine" the National Security and Defense Council of Ukraine solved:

1. Cabinet of Ministers of Ukraine:

To provide 1) in the bill of Ukraine "About the Government budget of Ukraine for 2026" expenses on ensuring national security and defenses of Ukraine for the sector of safety and defense of at least an amount of the expenses provided by the Law of Ukraine "About the Government budget of Ukraine for 2025";

2) to provide possibility of adjustment in 2026 of amount of expenses on national security and defense of Ukraine taking into account military-political situation;

3) to take measures for providing timely and in full financings in 2026 for bodies of the sector of safety and defense on payment of cash cover of the military personnel, faces of the private and the commanding structure, police officers;

4) to take in 2026 measures for providing timely and in full payments of the one-time monetary assistance in case of death of persons, and also their death owing to the wound (contusion, injury or injuries) sustained in the period of warlike situation, taking into account requirements of the resolution of the Cabinet of Ministers of Ukraine of February 28, 2022 No. 168 "Question of some payments to the military personnel, faces of the private and the commanding structure, to police and their families during action of warlike situation";

To continue 5) in 2026 implementation of actions for attraction of additional sources of military technical assistance to Ukraine;

To provide 6) in 2026 accomplishment of task on first-priority financing of activities of subjects of the sector of safety and defense of Ukraine in the priority directions provided by the subitem 11 of Item 1 of the decision of the National Security and Defense Council of Ukraine of June 27, 2025 "About offers to the Budget declaration for 2026-2028 under Articles connected with ensuring national security and defense of Ukraine", No. 433/2025 enacted by the Presidential decree of Ukraine of June 27, 2025;

7) for office use;

10) to develop and approve till March 1, 2026 the State target defensive development program of arms and military equipment for the period till 2031;

To provide 13) in 2026 informing the Office of the National Security and Defense Council of Ukraine monthly to the 15th about condition of financing of the sector of safety and defense of Ukraine.

2. To bodies of the sector of safety and defense of Ukraine to take during 2026 measures on:

strengthening of financial discipline in the sphere of management of budgetary appropriations and ensuring target, effective and productive use of budgetary funds;

ensuring accomplishment of public contracts (contracts) for purchase of goods, works and services of defensive appointment, repayment of receivables and non-admission of formation of overdue receivables;

enhancement of planning and resource management in the sphere of safety and defense.

3. To provide to the Ministry of Finance of Ukraine during 2026 timely financing of expenses of the Government budget of Ukraine, the sectors of safety and defense of Ukraine provided for bodies, in full.
